EPC Rating Explained: How to Check Yours, Improve It, Understand the Bands and Meet Landlord Rules
How to check your EPC rating free, what the bands actually measure, the cheapest ways to improve a score, and the rules landlords face on EPC C.

Every home that’s been sold, let or built in the UK since 2008 has an EPC rating — yet most owners can’t say what band they’re in or that the certificate is sitting on a public register. That matters more each year: the rating moves mortgage offers (several lenders price “green mortgages” off it), it decides whether a landlord can legally let, and it’s the gateway document for most energy grants.
Here’s how the EPC rating system works, how to check and read yours, what genuinely moves the score, and where the landlord rules are heading.
How to check an EPC rating (free, two minutes)
For England, Wales and Northern Ireland, search “Find an energy certificate” on gov.uk and enter the postcode. Scotland’s certificates live on the Scottish EPC register. You’ll see:
- the current band and numeric score (1–100),
- the assessment date — certificates last ten years,
- the assessor’s itemised recommendations with estimated costs and savings,
- every historic certificate for the address, which shows what past works actually changed.
No certificate listed? One is only legally required at the point of sale, letting or completion, so a long-held home may never have had one. A new assessment costs £60–£120 from a domestic energy assessor.

The score models cost of running the home per m², not carbon. That quirk explains oddities: a home with cheap-to-run gas heating can outscore a greener all-electric one, though the government’s 2025 EPC reform consultation moves toward multiple headline metrics (fabric, heating system, smart readiness) precisely to fix this. Reformed certificates are expected later this decade; the band letters stay.
Around 48% of English homes now rate C or better — up from 14% in 2010 — but the private rented stock still skews D and E, which is what the landlord rules target.
How to improve an EPC rating: points per pound
The cheapest ways to improve a rating are rarely the ones assessors get asked about. The assessor’s recommendation list on your current certificate is the map; these are the moves that reliably pay in points:
- Low-energy lighting everywhere — the cheapest points on the sheet. A few pounds per bulb, 1–3 points.
- Loft insulation to 270mm — for a previously thin loft, typically 3–6 points. Full cost and grant detail in our loft insulation guide.

- Heating controls — a room thermostat, TRVs and a programmer (or a smart thermostat) add 1–4 points cheaply.

A worked example: a 1960s semi at D62 → LED lighting (+2), loft top-up (+4), cavity fill (+7) lands at C75 for roughly £1,200–£1,800 at 2026 prices. Getting the assessment redone afterwards costs another £60–£120 — remember the register only updates when a new certificate is lodged.
One trap: assessors can only score what they can evidence. Keep invoices and building-control certificates for insulation and heating work, or the software assumes the worst default for the property’s age.
EPC rules for landlords: E now, C is coming
Since 2020, privately rented homes in England and Wales must be at least band E before a new or renewed tenancy (the MEES regulations), with a £3,500 cost cap and a small exemptions register. Fines run to £5,000 per property.
The direction of travel is firm even where the dates have moved: the current consultation position is EPC C for new tenancies around 2028 and all tenancies by 2030, with the cost cap expected to rise substantially. Scotland is consulting on its own timetable.
For a landlord holding D-stock, the practical play is to do the cheap fabric measures at the next void — lighting, loft, cavity — and re-certify, rather than face a compressed and more expensive scramble when the C deadline is confirmed. The recommendations list on the existing certificate plus the points-per-pound table above will get most D properties over the line without touching the £3,500 cap.
Buyers and renters should read the certificate the same way in reverse: a D with “cavity wall insulation” and “loft top-up” on its recommendation sheet is a cheap C in waiting; an E with “internal or external wall insulation” is a five-figure project.
