The role of agriculture in development of RES development is emphasized as very important in Lithuania as well as in Kaunas Region, since the use of forestry resources are limited and not always feasible. Technological & Instrumental Solutions

Renewable Energy Sources (RES) has been on the agenda for many years but is now even more in focus. There is a target that EU has reached over 20 % of all energy coming from RES in 2020. This has then been split up in different targets for each country. There a significant differences between the EU 27 countries for the use of renewable energy sources. Accordingly you have to focus on what is most applicable for each country.

RES includes many different possibilities, such as:

  • Biomass – for heat, electrical production, biofuels. Well known technology but parts like gasification, environmental impact still needs development
  • Biogas – for heat, electricity and also upgraded for vehicles. Also well-known technology but still some more detailed development needed. For biofuels still expensive
  • Wind energy- for wind energy. Quite a mature technology. Going in the direction of bigger and bigger. Technology still under development in this sector, some problems with impact on the landscape.
  • Biofuels for vehicles as Biodiesel, ethanol, RME. For fuels for vehicles. Here Renewable energy sources can be included for electrical cars. This is in many ways still under development and discussion but is growing fast. Will be the next big step for the upcoming decade.
  • Hydro power- for electricity production. Mature and well known technology. More to focus on improvement and environmental impact.
  • Geothermal with mainly a base for heat pumps, used and still growing in some countries.
  • Solar for hot water and heat. Used a lot but so much more to be done. We use 0.1 pro million of the sun power reaching our earth. Still a little bit expensive.
  • Wave and tidal for electricity production. Still under development and in step 2 in R&D. Will have a big potential.
  • PV for electricity. The same here but more linked to still too expensive mostly and needs support for investment.

Biomass is still the biggest source but wind energy is growing fastest. The biggest need of development is probably biofuels for vehicles. All other possible sources has to been continuously develop when there is not just one solution for the future fossil fuel free targets that we will have in 50-100 years in front. Not a single source will have the solution for energy production so a mix of many is needed.

Also the situation of providing the needed energy in EU and in your own region stress the needed development. We are coming closer to the situation that EU import 70 % of the energy and this has impact on both security of supply, economy and climate protection.

What Your Region Can Do!

Several activities can be performed in each region to increase awareness of stakeholder on the issue of energy efficiency:

  • Make a RES baseline and plan in your region by making an inventory in each of the possible renewable energy sources.
  • Set up ambitious targets for RES in general but also concrete objectives for each renewable energy source.
  • Make a SEAP for the work with RES in your region.
  • Find these who have the possibility to invest and build RES plants.
  • Set up, support and use financial and taxing systems on EU, National or regional level.
  • See what grants, tariff systems and business models that can support introduction.
  • Education and training.
  • Promote RES in general and be the good example to produce and/or buy just RES energy and products that can use RES.

The regions can also in more general ways support the work with introduction of RES by supporting structures like above but also when working in the planning systems to support RES.

Help companies, installers, consultants and actors in the RES sector to establish business in the region. Be clear and have a long term running process that you can trust in.

The public sector in the region can say that they just buy RES energy and in that way help to build the market.

Also act via lobby and other information activities to support RES.

The following six possible project categories for the implementation of sustainable energy projects (SEP) have been defined in the ENNEREG topic “Renewable Energy”.

  • Wind energy
  • PV
  • Solar thermal
  • Solid biomass
  • Liquid biomass
  • Geothermal energy

Birštonas - Ecotown, Kaunas, Lithuania - ENNEREG Good Practice in Energy Efficient Buildings and Renewables

[EN] Birštonas – the smallest Municipality of Kaunas region - participated in the ECO-Life project (Sustainable zero carbon ECO-town developments improving quality of life across EU) under CONCERTO initiative in FP7. The large number of demonstration activities is based on both the demand side (demonstration of ECO-buildings and rational use of energy) and the production side (demonstration of various renewable energy technologies). All demonstration projects are defined in a "Whole Community Approach".

A roadmap to a low carbon economy in 2050

[EN] On 8 March 2011, the European Commission set out its vision of how the EU can meet its objective of cutting greenhouse gas emissions by 80-95% by the middle of this century in the communication, "A roadmap for moving to a low-carbon economy in 2050". EU Policy & Legislation

The main target over EU is to reach the 20 % RES by 2020 and here is different target for each member state. This has a base in Action Plans, Lisbon Strategy and its successor Europe 2020 strategy for jobs and growth, will be a base for regional development and has of course an impact on RES in your region. There is a strong drive for RES but today even more for EE, Energy efficiency and this you can find some more info in different directives and it´s national laws and agreements. I would say that for each region the national and regional targets have the biggest impact.

  • European Directives  like 2008/0016 COD about promotion of use of RES
  • 2001/31/EU about energy performance in buildings also include RES
  • KOM (2007) 817 about vehicles
  • COM 2004/8/EG about CHP
  • 2009/28/ EG about national targets has replaced 2010/77/EU, directive about RESe with national target
  • Also there is a strategy for biofuels

All European countries had to June 2010 to deliver an action plan for RES and what is done in each country. Some of the countries has nevertheless so far given this report and is now asked to this before end of 2010. These reports will then be evaluated by the commission and be a base for future work. I suggest that part of these reports shall be studied in each country of partnership in ENNEREG.

Action Plan for Energy Efficiency: Realising the Potential - COM(2006)545 final

This Action Plan outlines a framework of policies and measures aiming to intensify the process of realising the over 20% estimated savings potential in EU annual primary energy consumption by 2020. The Plan lists a range of cost-effective measures, proposing priority actions to be initiated immediately, and others to be initiated gradually over the Plan's six-year period. Further action will subsequently be required to reach the full potential by 2020.

Para cada sector se especifica el contexto y cuál es la energía básica para su funcionamiento. Una energía que se calcula en base a una determinada reducción y eficiencia, acorde con el contexto, la tecnología y los conocimientos actuales.

National Renewable Energy Action Plans (NREAPs)

SEAP [EN] Article 4 of the renewable energy Directive (2009/28/EC) requires Member States to submit national renewable energy action plans by 30 June 2010. These plans, to be prepared in accordance with the template published by the Commission, provide detailed roadmaps of how each Member State expects to reach its legally binding 2020 target for the share of renewable energy in their final energy consumption.

Vitoria-Gasteiz Plan against Climate Change 2010-2020. Executive Summary.

Biofuels. Topping up the fuel mix.

Publication [EN] This publication (2008) from the European Commission covers 16 projects on carbon efficiency labelling, local supply chain networks and conversion strategies supported under the renewable energy actions of the IEE programme. the EU is supporting alternative fuels, in particular biofuels, with the triple objective of reducing greenhouse gas emissions, diversifying fuel supply and developing longterm replacements for fossil fuels. Boosting biofuel production is also expected to create job opportunities in rural areas.

Sustainable energy Communites - Common actions for common goals

Publication [EN] This publication (April 2009) covers 34 projects dealing with sustainable communities funded under the integrated initiatives action of the IEE programme of the European Communities. Sustainable Energy Communities (SEC) are communities that implement a set of sustainable energy policy measures in the field of renewable energy, rational use of energy and sustainable mobility with the strong involvement of the local population in the planning and implementation process. More than 30 projects have been funded involving more than 290 cities and regions across Europe representing most European countries.

Program för ett fossilbränslesnålt Olofström (Uppdaterat okt 2006)

SEAP [SV] Olofströms kommun tillsatte år 2000 en Energigrupp, bestående av kommunala tjänstemän, representanter för kommunens bolag, energirådgivare samt representanter för näringslivet i Olofström. Energigruppen fick till uppdrag att ta fram ett program med målet att så stor del som möjligt av energin som används i kommunen ska komma från förnybara energikällor. Arbetet resulterade i Program för ett fossilbränslesnålt Olofström, som fastställdes av kommunfullmäktige den 11 juni 2001. Programmet innehåller, förutom målsättning, en handlingsplan och en beskrivning av uppnådda resultat. Programmet ligger till grund för alla insatser inom energiområdet som vidtas i kommunen.

Report on Findings for Community Renewable Energy in Wales from the Community Renewable Energy Event and Exhibition WORKSHOP 8th December 2010

Conclusions [EN] This report summarises the feedback from participants at a workshop during the Community Renewable Energy Event and Exhibition. The event aimed to provide advice and ideas to community groups who would like to generate renewable energy for community income or take action against climate change within their communities - but don’t know where to start. The workshop provided plenty of information and also opportunities for networking, interactive sessions and feedback.
