Solar energy boom, Kaunas Region, Lithuania - ENNEREG Good Practice in Renewable Energy

ENNEREG Good Practice Case Studies [EN] In Kaunas region, the development of electricity generation from PV installations is based on feed-in tariffs and the expansion of solar-thermal installations on the possibilities for reducing heating costs. The introduction of new feed-in tariffs, coming into force in 2012 initiated a solar energy boom in Kaunas Region and the in whole Lithuania. Though capacities of such PVs are not very high, these pioneer plants make solar energy the match for the rest of renewables. On the other hand, the use of solar energy for generating hot water via solar collectors becomes more and more popular in individual, block residential and public houses, as they reduce heat costs during the non-heating period.

Strategy for future action in the ENNEREG regions

Experience from the ENNEREG Regions [EN] During the project, the ENNEREG partners have worked in the development of sustainable energy action plans (SEAP) in their represented regions and in the promotion of sustainable energy projects (SEP). The objective of this document is to present how they intend to continue their efforts after the end of the project, developing the activities planned in the regional SEAP and ensuring the attraction of the necessary resources to promote sustainable energy projects.

Some of the SEAPs defined with the support of the project have been approved by the respective administrations and others still need to be matured to be accepted at the regional level and to be implemented. Thus, the situation is not the same in every region, and the approach to work in sustainable energy is not the same either. This document summarizes the common as well as the specific aspects about how the regions expect to organize and carry on the work on sustainable energy in the next future.

Replacement of obsolete district heating pipelines, Kaunas City, Lithuania - ENNEREG Good Practice in Energy Efficiency in Industry

ENNEREG Good Practice Case Studies [EN] District heating system is vitally important energy carrier in Lithuania as especially in large towns. It covers over 50% of heat supply in total, and this percent is over 65% in Kaunas City. On the other hand heating needs significant share of family expenses, especially during cold period October- April. This requires significant efforts from district heating companies to reduce heat supply costs, which is done in two ways: reduction of heat supply losses in the pipelines, and introduction of biomass sources for heat generation via conversion. Currently there are approximately 18% of renovated pre-insulated pipelines in Kaunas City. The rest are still old obsolete channel pipelines. Renovation of pipelines takes place simultaneously with network optimizations, i.e. adjusting of pipeline diameters.

E-ticket, E-mobility systems in Kaunas City, Kaunas Region, Lithuania - ENNEREG Good Practice in Sustainable Transport

ENNEREG Good Practice Case Studies [EN] The E-mobility and E-ticket in Kaunas City project was implemented during 2007-2010. The following measures were implemented: for E-ticket system all filling, activation and information possibilities; for E-mobility system - travel routs on Kaunas City transport map; fastest routes to necessary location in real-time; routes schedules for Kaunas City, Kaunas regional municipality and inter-city bus transport in 6 languages; highlight boards in most popular stops; public transport scheme with schedules at bus stops.

All these implemented measures are envisaged to make public transport more attractive and easier available for local residents and city guests.

Social building in Varėna municipality – First certified Passive House, Alytus Region, Lithuania - ENNEREG Good Practice in Energy Efficient Buildings

ENNEREG Good Practice Case Studies [EN] The first public certified passive house was built in Panara Village, Varėna regional municipality. The house belongs to Catholic Church “Full house community” and will be used as rehabilitation centre for drugs addicted young people. To enable cheap operation of the house the idea of Passive house was implemented – A+ energy efficiency, with geothermal heating (heat pumps) and solar collector for hot water. Construction of the house was supported by National Passive Houses Association.

ENNEREG Good Practice Case Studies [EN] This good practice is one of the first multi-apartment residential houses in Lithuania using RES solutions and other innovative technologies, e.g.: innovative heating system, individual regulation and metering, solar collectors. In this project, a complex two-stage renovation was implemented, using support from JESSICA revolving fund. The achieved results were significantly improved living standards, reduced heating costs, energy and CO2 emissions savings.

Energy for Mayors Energy Days during EUSEW 2012

Event Conclusions [EN] Many activities have been initiated in spring 2012 in communities across Europe – with Energy Days enthusiastically organised by municipalities. Several of the Energy for Mayors partners, as Covenant Coordinators, prepared appealing programmes to involve a variety of local stakeholders. This year there was a special focus on children, in part for fun, but also as an “amplifier group” of key messages to and in their community.

Action Plan for Energy Efficiency: Realising the Potential - COM(2006)545 final

Policy & Legislation This Action Plan outlines a framework of policies and measures aiming to intensify the process of realising the over 20% estimated savings potential in EU annual primary energy consumption by 2020. The Plan lists a range of cost-effective measures, proposing priority actions to be initiated immediately, and others to be initiated gradually over the Plan's six-year period. Further action will subsequently be required to reach the full potential by 2020.

ENNEREG Good Practice Case Studies [EN] Birštonas – the smallest Municipality of Kaunas region - participated in the ECO-Life project (Sustainable zero carbon ECO-town developments improving quality of life across EU) under CONCERTO initiative in FP7. The large number of demonstration activities is based on both the demand side (demonstration of ECO-buildings and rational use of energy) and the production side (demonstration of various renewable energy technologies). All demonstration projects are defined in a "Whole Community Approach".

Kaunas City Christmas Trees - ENNEREG Good Practice in Intelligent Energy Education

ENNEREG Good Practice Case Studies [EN] The Kaunas City Christmas Tree can be considered as a very nice educational project on energy efficiency and environmental issues. The main objective of the project was the erection of a Christmas Tree composed of a combination of recycled waste material (e.g. plastic bottles) and innovative technologies (e.g. LED lighting). It was a highly discussed project receiving wide public attention. The tree was elected as the most beautiful Christmas tree in Lithuanian towns. A second environmentally-friendly Christmas Tree in Kaunas City was decorated by students.

The role of the regions in the achievement of the 202020 European objectives

A roadmap to a low carbon economy in 2050

Film / Animation [EN] On 8 March 2011, the European Commission set out its vision of how the EU can meet its objective of cutting greenhouse gas emissions by 80-95% by the middle of this century in the communication, "A roadmap for moving to a low-carbon economy in 2050". The Roadmap shows how key economic sectors can cut most of their emissions over the coming decades by increasing investments in clean technologies and energy efficiency measures. On the same day, The European Commission presented the Energy Efficiency Plan, which elaborated further on energy efficiency measures.

National Renewable Energy Action Plans (NREAPs)

Sustainable Energy Action Plan (SEAP) [EN] Article 4 of the renewable energy Directive (2009/28/EC) requires Member States to submit national renewable energy action plans by 30 June 2010. These plans, to be prepared in accordance with the template published by the Commission, provide detailed roadmaps of how each Member State expects to reach its legally binding 2020 target for the share of renewable energy in their final energy consumption.

Directive 2010/31/EU of the European Parliament and of the Council of 19 May 2010 on the energy performance of buildings

European Energy Efficiency Legislation

Policy & Legislation [EN] Reducing energy consumption and eliminating energy wastage are among the main goals of the European Union (EU). EU support for improving energy efficiency will prove decisive for competitiveness, security of supply and for meeting the commitments on climate change made under the Kyoto Protocol. There is significant potential for reducing consumption, especially in energy-intensive sectors such as buildings, manufacturing, energy conversion and transport. At the end of 2006, the EU pledged to cut its annual consumption of primary energy by 20% by 2020. To achieve this goal, it is working to mobilise public opinion, decision-makers and market operators and to set minimum energy efficiency standards and rules on labelling for products, services and infrastructure.

Overview on the status of ecodriving integration in the driver education and testing

Publication [EN] ECODRIVE, the predecessor to the ECOWILL project, was a European-wide campaign - aimed to improve driving behaviour, energy-efficiency and traffic safety among drivers of passenger cars, delivery vans, lorries and buses – was organised within the Ecodriven project. Conducted between 2006 and 2008, the project was supported by the European Commission's "Intelligent Energy Europe" Programme. The main deliverable from the ECODRIVE project was the publication "Overview on the status of ecodriving integration in the driver education and testing".

ECOWILL - ECOdriving – Widespread Implementation for Learner Drivers and Licensed Drivers

Initiative [EN] The ECOWILL project, launched in May 2010, aims at reducing carbon emission by up to 8 Mt until 2015 by boosting the application of eco-driving across Europe. To reach such an ambitious target the project will roll out short duration eco-driving training programs for licensed drivers in 13 European countries. At the same time, ECOWILL promotes the education of eco-driving for learner drivers.

Towards Sustainable Energy Communities – delivering on the Covenant of Mayors
Intelligent Energy - Europe (IEE) Conference

Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

The aim of this conference and workshop, organised by DG Regional Policy, was to inform participants about developments at EU level which are relevant to the period 2014-2020, and to focus on implementation difficulties encountered and possible solutions for the future. A workshop session took place on 30 November to discuss difficulties in implementation experienced in Member States.

Lithuanian Energy Institute (LEI), together with invited speakers, arranged the seminar “Production of Biofuel from Agriculture and Energy Plants for Development of Renewable Energy” (Seminaras „Biokuro gamyba iš žemės ūkio ir energetinių augalų atsinaujinančios energetikos plėtrai“) under ENNEREG activities on September 29. The role of agriculture in development of RES development is emphasized as very important in Lithuania as well as in Kaunas Region, since the use of forestry resources are limited and not always feasible. On the other hand products from agriculture can be widely used in district heating which plays the main role in development of RES measures for implementation of SEAP.

ManagEnergy Workshop: The Covenant of Mayors and SEAP Development
The Role of Municipalities in Implementing and Financing Sustainable Energy Policy

The workshop focused on energy planning and utilising ESCOs and Structural and Cohesion Funds for energy efficiency projects in the municipal building sector. It also provided an insight into the National Renewable Energy Action Plan (NREAP) and its implications. It included expert presentations and good practice examples, as well as interactive discussion sessions between the participants and speakers.

Roundtable discussion with the representatives of the municipalities of Kaunas Regions on sustainable energy activities which were implemented, are currently implemented and are planned for future in the municipalities. The draft Sustainable Energy Action Plan for Kaunas Region was also presented by LEI group.

Local and Regional Actions for Sustainable Energy

What local actions are being undertaken in the Covenant of Mayors? How is European funding being used? What difference has the Covenant made? Find the answers during this Covenant of Mayors afternoon!

The event will present practical results of the Covenant of Mayors among signatory cities and regions, the role of ICT for energy efficiencyat the local and regional level and line-up to the Smart Cities initiative.

Specific session on financing will address the current and new opportunities for financing of sustainable energy measures at local and regional level, including structural funds, ELENA facility and a new EU energy efficiency investment facility. Practical examples and lessons learned will be presented and discussed.

Training Seminar for Supporting Structures
18-19 November 2010, Huelva (Provincial Council), Spain

A 2-day open training seminar for Supporting Structures took place on 18^th and 19^thof November 2010 in Huelva (Spain). Seminar gathered approx. 80 representatives of existing and potential SSt of the Covenant of Mayors. The aim of the event was to develop SSt capacity based on the needs identified in the recently conducted survey and to optimize assistance provided by SSt to cities and towns.

During the seminar a number of presentations were given and an interactive workshop was organised. From the presentations you can learn about the Covenant of Mayors initiative, its implementation, experiences and good practices of model Supporting Structures and financial opportunities for stakeholders engaged in the Covenant. During the interactive workshop participants exchanged ideas on how to create and operate a Supporting Structure and shared their experiences in this area.
