ENNEREG Pioneers - Becoming Sustainable Energy Regions
The ENNEREG Pioneer Regions have recently updated their regional profile on the Regions 202020 website and have produced leaflets providing an update on their journey towards "Becoming a Sustainable Energy Region", including details of their Sustainable Energy Action Plans (SEAPs) and ENNEREG twinning activities. The Basque Country, Spain
The Energy Strategy for the Basque Region for year 2020 will be deployed through three basic strategic areas: consumer sectors, energy markets and supply, and technological and industrial development. It involves 29 initiatives and 105 actions.
Through the ENNEREG project, EVE will share with EREN, the regional energy agency of the region of Castilla y León in Spain, the lessons learned in the project through a workshop held in November 2011 in the city of León. Castilla y León and the Basque Country are adjoining and they have a set of common issues to discuss on the approach taken to drive the boost towards a more sustainable energy model.

Blekinge, Sweden
To successfully work for the climate in the county of Blekinge a more common view of the situation is needed, together with more cooperation and better coordination between the different actors. By forming a regional forum for this work, experience can be exchanged more efficiently and new opportunities will be created to promote the necessary changes that benefit the whole county.
In November 2011. Blekinge set up a forum for climate and renewable energy issues, Kimatsamverkan Blekinge (Climate Collaboration Blekinge). The forum consists of a steering group, a group with civil servants and a coordination group. Accordingly there will also be thematic groups working with the scope of the regional SEAP and prioritized issues.
The region of Blekinge has developed collaboration with the region of Tartu in Estonia. An initial workshop was held in Tartu in October 2011. This will be followed up by a study visit in Blekinge and Växjö (Småland) in March 2012.

Cyclades, Greece
10 municipalities from the Cyclades Islands region have joined the Covenant of Mayors initiative and have submitted Sustainable Energy Action Plans (SEAPs). 15 islands from the region have joined the Pact of Islands initiative. The region comprises of a group of approximately 220 islands. 24 of the 220 islands are inhabited and only one island, out of the 24, is connected to the grid of the mainland. The region consists of 19 municipalities.
The region of Cyclades has a strong representation in the Network of Sustainable Aegean Islands. At regional level, its aim is to support the islands to implement their sustainable energy action plans, realize innovative sustainable energy projects within their territories and assist them to meet their CO2 emissions reduction targets. The replication event in Syros Island, in June 2011, triggered the participation of the twin region Dodecanese.

Kaunas Region, Lithuania
Up till now, the Lithuanian energy sector was considered as strictly national, except district heating sector. After the Ignalina Nuclear power plant, which used to produce nearly 80% of electricity in Lithuania, closed on 31 December 2009, the need for conversion to more regional attitude appeared, which was also closely related to EU policy and requirements.
As part of the ENNEREG project, the Kaunas Region aims to facilitate the task of elaborating local Sustainable Energy Action Plans (SEAPs) which can be too difficult a task for many municipalities as they have neither energy experts, nor financial means for hiring them due to the financial crisis.
In addition, Kaunas Region is twinning with Šilutė Municipality – new member of the Covenant of Mayors. The main focus of twinning co‐operation is on implementation of SEAP through assessment of local SEPs, which are being implemented and are planned in Šilutė Municipality, as well as on organizing of stakeholders for implementation of the SEPs. Another focus is raising sustainable energy awareness of municipal staff and population.

Rhône-Alpes, France
The Rhône-Alpes Regional Council has developed its own strategy for greenhouse gas (GHG) observation and GHG reduction but is also associated to most policies developed by local authorities. The Regional Council implements climate protection plans within their policies, in particular through a specific system: Rhône-Alpes local development contracts, which allows targeted actions according to local specificities. The Regional Council is also associated to policies implemented by other local authorities, in particular "départements" (provinces) and associated communes, through either a financial participation or technical cooperation.
The SRCAE (Schéma Régional Climat Air Énergie - Regional Plan Climate Air Energy) of the region Rhône-Alpes was officially launched on December 6th 2010 by the Prefect and the President of Region. The SRCAE will be a strategic and unique document which integrates all the dimensions climate, air and energy by defining orientations on the air quality, the reduction of atmospheric pollutants, reduction of greenhouse gas emissions, control of the energy demand, the improvement of the energy efficiency, the development of all the sectors of renewable energies, and the adaptation to the effects of the climate change. ENNEREG project partner, Rhonalpénergie-Environnement will be involved in testing the scenarios, as the technical structure of the Regional Energy and GHG observatory, and as participant to the 3 workshops.

Triangle Region, Denmark
Since 2008, the Triangle Region, Denmark has worked with initiatives and activities within the field of energy and climate. Those initiatives include overall coordination of relevant climate and energy initiatives to reduce energy consumption and environmental impacts in the Triangle Region.
As part of the ENNEREG Twinning activities, the Triangle Region has developed a collaboration with Koprivnica-Križevci County in Croatia that has shown an interest in the ESCO model developed by the Municipality of Middelfart, a municipality in the Triangle Region. From the 22-24th of November 2011 a conference will take place in Croatia, where knowledge will be shared between politicians, civil servants and private companies.

Upper Palatinate Region (Oberfalz), Germany
Sustainable energy policy requires persistent efforts for saving energy, improving energy efficiency and expanding renewable energy generation. for many years, the energy company ZREU (Zentrum für rationelle Energieanwendung und Umwelt GmbH) has offered its expertise to private and public clients to improve energy performance.
For ENNEREG, ZREU aims to develop the following elements for a regional energy strategy of Upper Palatinate: Regional energy data base on energy generation and consumption (esp. buildings sector, industry); Recommendations for realising regional potentials for energy efficiency and renewable energy sources. These elements will be presented to regional government for a precise review.
The replication activity that is to ensure a European dissemination of successful regional projects will focus on projects in industry and renewable energy. The Czech region Karlovarský kraj (Carlsbad) is a potential twinning partner especially within renewable energies.

Wales, UK - Becoming a Sustainable Energy Region
“Wales once led the world in carbon‐based energy. Our goal now is to do the same for low carbon energy. This is a challenging but exciting and vital agenda” Welsh Government Cabinet March 2010.
The Policy Statement “A low Carbon Revolution” sets out the ambitions of the Welsh Government’s vision for a low carbon economy in Wales.
Wales is now twinned with the Mid West Region of Ireland, and on 3rd October 2011 attended a workshop hosted by the Mid West Regional Authority. Mid West Ireland is now undertaking steps to develop a Sustainable Energy Action Plan.

Wielkopolska Region, Poland
The Wielkopolska regional SEAP is currently under development and is expected to be available at the beginning of the year 2012. The SEAP for the Wielkopolska Region takes into account the national goals and national energy policy. However, the investment actions may be performed only on the local level and this depends on the interested companies and local authorities. Thus, the regional SEAP is like the signpost for future activities and for the new perspective of the structural funds in the Region.
