Plano de Acção Para a Energia Sustentável (ISEAP) para as ilhas da Madeira e Porto Santo

Os Planos de Ação para a Energia Sustentável das Ilhas da Madeira e Porto Santo foram aprovados pelo Governo Regional em Março de 2012. A Região Autónoma da Madeira aprovou o primeiro plano energético regional em 1989, com posteriores atualizações em 1992 e 2002. O Plano de Política Energética da Região Autónoma da Madeira constitui, até à presente data, o instrumento de planeamento que tem orientado a estratégia adotada de valorização dos recursos endógenos e de promoção da eficiência energética.
Como visão para o futuro, a política energética está orientada para garantir a segurança do aprovisionamento de energia, assegurar a sustentabilidade económica e ambiental do sector e a qualidade dos serviços energéticos, e contribuir para a criação de emprego e valor acrescentado regional e para a competitividade da economia regional.

Island Sustainable Energy Action Plan (ISEAP) for Madeira and Porto Santo Islands

The ISEAP (Island Sustainable Energy Action Plan) for Madeira and Porto Santo Islands was published in March 2012. The first regional energy plan was approved by the Autonomous Region of Madeira in 1989, and later updated in 1992 and 2002. The Energy Policy Plan of the Autonomous Region of Madeira constitutes, to the present day, a planning instrument which has guided the adopted strategy of valorizing endogenous resources and promoting energy efficiency.
As a vision for the future, the energy policy is oriented to ensure energy supply guarantee, economic and environmental sustainability of the sector and quality of energy services, and to contribute to job creation, regional added value and competitiveness of the regional economy.

Wielkopolska Regional Sustainable Energy Action Plan for renewable sources and energy efficiency - Summary
[EN] The Polish version of “Wielkopolska Regional Sustainable Energy Action Plan for renewable sources and energy efficiency” was approved by the regional government, i.e. the Board of the Wielkopolska Region on 6th of December, 2012. This document is a summary of the SEAP in English.

I Comuni di Campo Ligure, Masone, Mele, Rossiglione e Tiglieto hanno aderito all'iniziativa comunitaria denominata "Patto dei Sindaci", il progetto dell'Unione Europea che coinvolge le Amministrazioni Locali ed i cittadini nella lotta al riscaldamento globale. La sottoscrizione al "Patto dei Sindaci", impegno volontario delle Amministrazioni Locali, prevede di andare oltre gli obiettivi indicati dall'Unione Europea (tramite l'emanazione del Protocollo di Kyoto) ovvero di ridurre le emissioni di anidride carbonica - CO2 di almeno il 20 % sul proprio territorio entro l'anno 2020 attraverso la pianificazione e l'attuazione concreta di misure ed azioni di efficienza e di risparmio energetico e di energia da fonti rinnovabili.
Within the Province of Genova, 5 small municipalities located in the same area decided to join climate protection efforts and develop a common strategy. A multi-municipal integrated SEAP was approved by the local councils in June 2012, with implementation to start soon. This includes actions that they would not have been able to deal with on their own.

Indicators to monitor Regional SEAP implementation
[FR] During the ENNEREG Project, RAEE has worked on a set of needed indicators to monitor energy and climate situation in Rhône-Alpes, and thus regional SEAP implementation. Each indicator is deeply described and documented, and target values at 2020 are given.

Plan climat : Les actions engagées par le Grand Besançon
[FR] Le Grand Besançon a décidé d'élaborer un Plan Climat Energie Territorial afin de répondre aux objectifs nationaux (réduire les émissions de gaz à effet de serre et maîtriser les consommations énergétiques) mais aussi de valoriser les actions déjà menées sur son territoire. Ce Plan Climat, centré sur la lutte contre le réchauffement climatique, constitue le volet opérationnel de la démarche Agenda 21, dans laquelle s'est également engagé le Grand Besançon.

Plano de acção para a energia sustentável - Município do Funchal
The City of Funchal signed the Covenant of Mayors in April 2011, committing the municipality to developing a Sustainable Energy Action Plan at a local level, aiming at the reduction of 21% of the carbon dioxide emissions. Funchal submitted the Municipal Action Plan to the Covenant of Mayors in April 2012, which was accepted by the Joint Research Centre of European Commission, in June 2012.
A Cidade do Funchal assinou o Pacto de Autarcas em abril de 2011, comprometendo o município para o desenvolvimento de um Plano de Acção de Energia Sustentável a nível local, visando a redução de 21% das emissões de dióxido de carbono. Funchal apresentou o Plano de Ação Municipal para o Pacto de Autarcas, em abril de 2012, o que foi aceite pelo Centro Comum de Investigação da Comissão Europeia, em Junho de 2012.

[ES] Se realiza un ejercicio de prospectiva con objeto de analizar por una parte, las potencialidades que tiene el territorio municipal y el provincial en generación de energías renovables: eólica, hidráulica, térmica, etc., y por otra, las potencialidades de reducción y eficiencia energética de cada uno de sectores consumidores de energía. Para cada sector se especifica el contexto y cuál es la energía básica para su funcionamiento. Una energía que se calcula en base a una determinada reducción y eficiencia, acorde con el contexto, la tecnología y los conocimientos actuales.

Faro - SEAP development in Portugal

In this article in the Autumn 2012 issue of Sustainable Energy Communities NEWS, ADENE presents a synthesis of the work elaborated under the Intelligent Energy - Europe (IEE) project come2CoM in partnership with the local energy agency, AREAL and the consultant company, IRRADIARE. The work of this working group enabled the development of the Sustainable Energy Action Plan (SEAP) of the city of Faro. This action plan, foresees measures to reduce carbon dioxide emissions in the different sectors of activity. Thus, it predicts with the implementation of the measures set up, that Faro could reach a carbon dioxide reduction of 20% by 2020.

Climate Plan, Energy Kolding (Klimaplanen, Energi Kolding)
[DA] Kolding, a municipality in the Triangle Region, has long been one of Denmark's leading environmental, energy and climate communities. Kolding's designation as an EcoCity commits Kolding Municipality to continue making a strong effort on climate and energy. The city must also work hard to convey the many experiences to inspire other municipalities. The Climate Plan web page contains, in Danish, the Climate Change Strategy, Success Stories and other information to inspire and aid other municipalittes and regions in developing their own Sustainable Energy Action Plans.

Sölvesborgs Kommun Klimatstrategi 2006-2007
[SV] Sölvesborgs kommun arbetar för ett hållbart samhälle. Redan i mitten av 1980-talet startade arbe-tet med att ta fram en energiplan för Sölvesborg. Den antogs av kommunfullmäktige 1985-05-30. I Agenda 21 arbetet som sedan följde fortsatte arbetet för ett hållbart samhälle.

Program för ett fossilbränslesnålt Olofström (Uppdaterat okt 2006)
[SV] Olofströms kommun tillsatte år 2000 en Energigrupp, bestående av kommunala tjänstemän, representanter för kommunens bolag, energirådgivare samt representanter för näringslivet i Olofström. Energigruppen fick till uppdrag att ta fram ett program med målet att så stor del som möjligt av energin som används i kommunen ska komma från förnybara energikällor. Arbetet resulterade i Program för ett fossilbränslesnålt Olofström, som fastställdes av kommunfullmäktige den 11 juni 2001. Programmet innehåller, förutom målsättning, en handlingsplan och en beskrivning av uppnådda resultat. Programmet ligger till grund för alla insatser inom energiområdet som vidtas i kommunen.

Klimatförändringar i Ronneby kommun 2010-01-12

Kommunstyrelsen gav i november 2007 i uppdrag åt en tvärsektoriell arbetsgrupp inom Ronneby kommun att utreda konsekvenser av kommande klimatförändringar
för Ronneby kommun. Gruppen har under 2008 – 2009 dels tagit fram vilka hot och möjligheter som är aktuella för kommunen dels tagit fram ett förslag på vad som först behöver åtgärdas.
Utgångspunkterna för detta dokument är IPCC:s rapport och Klimat och sårbarhetsutredningen (SOU 2007:60).

National Sustainable Energy Actions Plans (SEAPs)
National Renewable Energy Action Plans (NREAPs)
[EN] Article 4 of the renewable energy Directive (2009/28/EC) requires Member States to submit national renewable energy action plans by 30 June 2010. These plans, to be prepared in accordance with the template published by the Commission, provide detailed roadmaps of how each Member State expects to reach its legally binding 2020 target for the share of renewable energy in their final energy consumption.
