Rhône-Alpes region is committed to take up the challenge of Renewable Energy Resources (RER)
On Thursday 29th September 2011, 250 territorial, social, industrial actors of the Rhône-Alpes region were at the region office, in order to prepare a proactive collective action to develop, in the long term, the energy saving of sustainable energy in the region.

On Thursday 29th September 2011, 250 territorial, social and industrial actors of the Rhône-Alpes region were at the region office, in order to prepare a proactive collective action to develop, on a long term, the energy saving of sustainable energy in our region.
The Rhône-Alpes region has strong advantages in the production and use of renewable energy, it even enjoys a head start over other regions: its commitment for 30 years in this area allows it effect today rely on recognized expertise in different aspects of most industries (biomass, solar, wind, hydro) ... research, industry, installation and maintenance, but also territorial strategies. These capabilities are often based on specific tools.
The new energy world (resource depletion, various addictions, issues related to the climate crisis, etc.) requires us to greatly reduce our consumption in the short to medium term, and to produce the most renewable energy as possible as soon as possible with regard to these needs, from the resources of our own territory, to develop our energy independence.
This is a new energy and societal logic that begins, based on the simplicity, proximity and citizenship, and to which we must adapt. This new collective model starts at the source by simple & effective behaviours, accompanied by economic choices, technical & social favouring short circuits, efficient transport and intermediate operations of all kinds ... short circuits which have the double huge advantage of focusing on employment which cannot be relocated and to help to maintain the vitality of the Territories.
Fuel-wood, biomass, solar heating and power, wind power, hydro-electric, Rhône-Alpes produces 18% of the national renewable energy resources (RER) production. “We are an important / big region for the RER” said Jean-Jack QUEYRANNE president of the Rhône-Alpes region. ‘We estimate at 10 000 jobs the potential of these fields”.
Today, in the Rhône-Alpes Region, the economics/saving of renewable energy is still insufficiently known and surrounded in its potential for action: there are indeed data, a lot of data but only data on the other hand ... Value Chain in the field of sustainable energy (structured knowledge of businesses and professions as communities of actors and skills globally interconnected & consistent) is not well understood: fill this gap is essential to understand how accompany the animation of the field on a regional plan. Better knowledge about the renewable energy sectors of Rhône-Alpes is the first major renewable energy project for our region.
Indeed, the strength and sustainability of the industrial regional renewable energy is based on a significant and sufficient control over key links in the value chain (key technologies, key steps in the economic process, etc.), in order to build a position of strength and differentiation in a global market: in this perspective, research and collaboration between stakeholders are essential and primordial, it is important that everyone helps to consolidate it.
The Regional Council intends to play its leading role to promote a vision of the development of renewable energy shared by the various territorial, social, industrial, actors etc. to stimulate the identification and exploitation of synergies between actors (on September 29, new trade between certain actors were highlighted) and to support concrete industries and consistent sectors, able to innovate and to give a differentiated and adapted offer to the demand, especially that of the regional market. Lead the convergence between actors of renewable energy is the second major project for our region.
There is no industry without a market, and the best foundation to enhance expertise and offer beyond the borders of the region is the one provided by a strong local market, which brings both economic credibility and consistency: it is essential to lead the regional demand, whether by action, followed by communication and education to stimulate fluid and buying behaviour, or as the development of approaches to make solvent the demand of the largest number of our citizens who cannot face alone the challenge of energy modernization ... reinforce the expression and growth in demand for renewable energy in particular through regional territory, it is the third major renewable energy project for our region.
By their nature, renewable energy initiatives are based on decentralized and distributed systems, thus on an active participation of the Territories themselves ... Territories and their different levels of local authorities (communes, intercommunal, departments) therefore need to set targets for sustainable energy for areas under their responsibility and to mobilize the human, operational and financial way to achieve: the Regional Council intends to assist communities to build ambitious and consistent strategies at a regional level and to develop proper tools for their implementation. So they reinforce their role in the local motor Value Chain Economic & Industrial and stimulate renewable energy for businesses involved, the dynamics of a strong local market ... offer a crossroads of ambition and coherence and an operational support to the action sustainable energy of Territories, it is the fourth major renewable energy project for the region.
The time has come to gather what is scattered, to consolidate and comfort, and to reach the target by 2050 coveted by the region: that our collective consumption of energy are covered up to 75% by renewable energy.
Jean-Jacques QUEYRANNE, President of the Rhône-Alpes region, has organised a conference for the RER, in front of Jean-Louis GAGNAIRE, vice-president in charge of economic development, the industry and SME and Benoit LECLAIR, vice-president in charge of energy and climate.
Almost 250 actors were present to the new conference where current knowledge have been shared and the perspective of development of these fields and accompany the reflexion before concluding the Rhône-Alpes climate plan.
Rhône-Alpes region intervenes in all the “value chains” of the field: from upstream to downstream, on the demand and the offer. To develop urban trains, finance big equipments like The National Institute of Solar energy in Bourget-du-Lac, to make call for proposals to develop innovation in buildings, sustainable energies, to support clusters and competitively poles, as TENERRDIS, which have a link with sustainable development, co-financing the organisation of important international events, as Pollutec in Lyon: the ways of actions of RA regions are wide and diverse.
“We have to change the model and this regional conference is a major contribution to this change” concluded the RA president.
