Official start of the SRCAE!

The SRCAE (Schéma Régional Climat Air Énergie - Regional Plan Climate Air Energy) of the region Rhône-Alpes was officially launched on December 6th 2010 by the Prefect and the President of Region.

The European commitments of France in "3*20” must be declined at regional level. Every region of France has to define its contribution to the national objectives according to its own specificities, by elaborating a Regional Plan Climate Air Energy (SRCAE). The objective of this plan is to define the orientations and the regional objectives on horizons 2020 and 2050 in reduction of greenhouse gas emissions, control of the energy demand, development of renewable energies, fight against atmospheric pollution and adaptation to climate changes.

The plan bases itself on:

  • A diagnosis on the questions of air quality, renewable energies, greenhouse gas emissions, energy consumption and the vulnerability of the territory in Climate changes
  • An exercise of prospective on horizons 2020 and 2050 on these various elements to determine the possible future of the region
  • The definition of objectives and orientations ensuing from the previous exercises

Objectives of the SRCAE

The main objectives of the SRCAE are:

  • Strengthen the coherence of the territorial action by giving a strategic and forward-looking frame elaborated in the widest dialogue;
  • Articulate the stakes and the regional and territorial objectives with the national and international commitments of France in the field of the air, of the energy and of the climate;
  • Integrate the problems of the air, the climate and the energy, treated previously in a different way in separated documents (wind plan, regional plan air quality).

The SRCAE will be a strategic and unique document which integrates all the dimensions climate, air and energy by defining orientations on the air quality, the reduction of atmospheric pollutants, reduction of greenhouse gas emissions, control of the energy demand, the improvement of the energy efficiency, the development of all the sectors of renewable energies, and the adaptation to the effects of the climate change.

These orientations will serve as strategic frame for local authorities and will have to facilitate and strengthen the regional coherence of the actions engaged by these local authorities.

From January 2011 begin the elaboration of the project of SRCAE from the works of the technical committee and the workshops, with the support of a consultant in charge of the elaboration of the regional scenarios.These works will last until autumn.

A governance representing all stakeholders

The SRCAE launch seminar was the opportunity to present the major stakes for the Region in the domains of climate, air, energy and adaptation to the effects of the climate change. MarieAntoinette Mélières, climatologist, insisted on the urgency to take in count these subjects. This day was also the opportunity to present the next steps in the elaboration of the SRACE and to issue an appeal to candidacy for the constitution of Workshops and the Technical Committee.

The working groups will be constituted by respecting the principles of the governance in 5 inspired from the methodology of Grenelle and thus by assuring the representativeness of each following colleges: States, Local authorities, Employees, Companies, civil society (NGO Environmental, etc.).

The working groups will consist on a voluntary basis within the framework of call for applications launch during the seminar of launch of the SRCAE.

In Rhône-Alpes a sector-based approach for workshops will be taken, with 3 workshops on:

  1. Transport and Town planning
  2. Building, housing and tertiary
  3. Industry, farming, forestry

These 3 workshops are completed by 2 thematic workshops,

  1. Adaptation to climate changes
  2. Energetic production

At first, every workshop will take in account existing reports and the contributions of working groups set up before the publication of the law to establish a diagnosis on most of the themes of the plan. Workshops will work then with one outside service provider on the regional scenarios in horizons 2020 and 2050 by identifying the key variables and their hypotheses of evolution, in connection with the propositions of orientation that they will formulate.

The technical committee, guarantor for the integration of the three main themes (climate, air, energy), will also contribute in the elaboration of the SRCAE by formulating objectives and orientations. This technical committee will assure the stake in coherence of the propositions of the 3 sector-based workshops and 2 thematic, and will also work with the outside service provider in charge of the forecast study in a concern of transversal as for the hypotheses taken for the scenarios on horizons 2020 and 2050. This committee will propose also the details of implementation of the SRCAE and monitoring indicators.

ENNEREG partner, Rhonalpénergie-Environnement, will be involved in testing the scenarios, as the technical structure of the Regional Energy and GHG observatory, and as participant to the 3 workshops.

In parallel to the technical committee and to the workshops, a “citizenship” workshop will be set up. Constituted by a group of drawn lots citizens, it will have for objective to make an additional contribution on the theme of greenhouse gas emissions and change of behavior.
