Providing regional energy balances in Eurostat format, Basque Country, Spain - ENNEREG Good Practice in Cooperation - Monitoring

[EN] Pioneer regions in Europe should compare their energy situation with energy situations of other regions or countries. They should thus use a standard format for energy balances. Due to the size of regional statutory corporations, the calculation of energy balances at the regional level is a challenging task. EUROSTAT, which is the official statistical office of the European Union, has developed a coherence and harmonized system of energy statistics, based on data provided by the Member States.

During the ENNEREG Project, the Basque Country (2.7 mio.inhabitants) and the Region of Rhône-Alpes (6.2 mio. inhabitants) have exchanged their experience on the way how to elaborate Regional Energy Balance in EUROSTAT format.

ENNEREG Good Practice - NEW Neue Energien West eG - The energy cooperative "Bürger-Energiegenossenschaft West eG", Upper Palatinate Region Germany, ENNEREG Good Practice in Cooperation - Energy Services and Financing

[EN] The NEW Neue Energien West eG / Bürger-Energiegenossenschaft West eG is one successful regional example for a renewable energy coop originally being funded as inter-communal cooperation between 8 municipalities, all located in the administrative district of Neustadt/Waldnaab / Upper Palatinate (27.02.2009).

Until today, the NEW eG invested into three large-scale groundmounted PV installations (solar farm Döllnitz, 1.3 MW; solar farms Barbaraberg 1 / 2, 3.1 MW) and several smaller roof-mounted PV systems.
The NEW and Bürger eG are also offering other services supporting the sustainable use of energy in the region, e.g. energy consulting services, thermalgraphy of buildings, issue of energy performance certificates for buildings, cleaning of PV modules, joint procurement, etc.

[EN] Garliava boiler-house conversion from natural gas to biomass is currently the largest biomass boiler-house in Kaunas regional municipality with capacity 6.5 MW.

Solar energy boom, Kaunas Region, Lithuania - ENNEREG Good Practice in Renewable Energy

[EN] In Kaunas region, the development of electricity generation from PV installations is based on feed-in tariffs and the expansion of solar-thermal installations on the possibilities for reducing heating costs. The introduction of new feed-in tariffs, coming into force in 2012 initiated a solar energy boom in Kaunas Region and the in whole Lithuania. Though capacities of such PVs are not very high, these pioneer plants make solar energy the match for the rest of renewables. On the other hand, the use of solar energy for generating hot water via solar collectors becomes more and more popular in individual, block residential and public houses, as they reduce heat costs during the non-heating period.

Program for Building Refurbishment and Construction, City of Neumarkt i.d.OPf., Upper Palatinate Region, Germany - ENNEREG Good Practice in Energy Efficient Buildings

[EN] As signatory to the Covenant of Mayors, the City of Neumarkt i.d.OPf. is striving for very ambitious energy and climate objectives in the next years. One objective is to reduce carbon dioxide emissions by 55 % until 2020 in comparison with 1990.

Since 2009 this municipality is very effectively supporting building-related construction and refurbishment measures with an own local funding programme (“Förderprogramm Gebäudesanierung und energetisches Bauen”). The funding program is subsidizing measures in residential and non-residential as well as for newly constructed buildings.

In combination with other national funding schemes energy efficient buildings, this program has so far supported measures in over 150 buildings on the territory of Neumarkt, thus contributing significantly to the defined municipal targets.

Replacement of public lights in Santorini - ENNEREG Good Practice in Energy Efficient Products

[EN] On Santorini island, in the coastline of the bays of Perissa, Perivolos, Agios Georgios, 115 steel street lighting poles with low efficient lamps were replaced by new ones, made of recyclable plastic, with high efficient lamps. The new poles do not need yearly maintenance (painting), and the new lamps consume 67% less energy than the old ones.

Replacement of obsolete district heating pipelines, Kaunas City, Lithuania - ENNEREG Good Practice in Energy Efficiency in Industry

[EN] District heating system is vitally important energy carrier in Lithuania as especially in large towns. It covers over 50% of heat supply in total, and this percent is over 65% in Kaunas City. On the other hand heating needs significant share of family expenses, especially during cold period October- April. This requires significant efforts from district heating companies to reduce heat supply costs, which is done in two ways: reduction of heat supply losses in the pipelines, and introduction of biomass sources for heat generation via conversion. Currently there are approximately 18% of renovated pre-insulated pipelines in Kaunas City. The rest are still old obsolete channel pipelines. Renovation of pipelines takes place simultaneously with network optimizations, i.e. adjusting of pipeline diameters.

[EN] The E-mobility and E-ticket in Kaunas City project was implemented during 2007-2010. The following measures were implemented: for E-ticket system all filling, activation and information possibilities; for E-mobility system - travel routs on Kaunas City transport map; fastest routes to necessary location in real-time; routes schedules for Kaunas City, Kaunas regional municipality and inter-city bus transport in 6 languages; highlight boards in most popular stops; public transport scheme with schedules at bus stops.

All these implemented measures are envisaged to make public transport more attractive and easier available for local residents and city guests.

Integrated Traffic Management System TRISTAR, Pomerania, Poland - ENNEREG Useful Experience in Sustainable Transport

[EN] The system enables traffic to be controlled automatically throughout the Tri-City (Gdańsk, Sopot, Gdynia) area thanks to use of Intelligent Transportation Systems (ITS) technology.

The project is implemented jointly by the three cities: Gdynia, Sopot and Gdańsk, on the basis of a trilateral agreement between these municipalities. Gdansk Municipal Investments Ltd. (Gdańskie Inwestycje Komunalne Sp. z o.o. – GIK) is responsible for the project implementation in the city of Gdańsk. TRISTAR system will support activities related to traffic and public transport management in terms of optimal use of road infrastructure, traffic safety improvement and reduction of negative impact of road traffic on the environment.

[EN] Energy Ambassador Campaign is an initiative under IEE Programme with the main aim to help alleviate fuel poverty throughout Europe. Formel M, Triangle Region Denmark - ENNEREG Good Practice in Transport

[EN] Formel M is a national project between 6 municipalities and a number of different national knowledge agencies in Denmark. It is aiming at reducing the carbon footprint from transportation, mainly individually transportation, in the capital and other parts of Denmark. It will use new technology and new ways to reduce the footprint. It will also create a new forum for new corporations and strategic partnerships.
The project is circled around 17 demonstration projects, which is divided into 4 groups: Transport plans in local networks, Transport policies for units, mobility assessments for new areas and finally local mobility solutions.
The Triangle Region Denmark is represented together with to municipalities from the region.

Solar lamps in Golina, Wielkopolska Region, Poland - ENNEREG Good Practice in Energy Efficient Products

[EN] Installation of solar lamp in Golina. The aim of this project was installation of street lighting which is powered by renewable energy sources. Ten hybrid lamps were installed on the street Stefanowski in Golina. These lamps have the photovoltaic panels and windmills in their construction, so they can draw energy from the Sun, as well as wind. Hybrid lamps are therefore independent of the electricity grids in the city, and most importantly the city does not bear any additional costs. The investment is going to repay quickly and cost savings will compensate cost of buying lamps.

Reconstruction of heating system in Wyszyny, Wielkopolska Region, Poland - ENNEREG Good Practice in Renewable Energy

[EN] Thermo-modernization of Health Center and reconstruction of its heating system that uses renewable energy. Energy crops in Wielkopolska, Poland - ENNEREG Good Practice in Renewable Energy

[EN] The purpose of the pilot project of cardoon cultivation is to overcome the environmental problems and effects of climate change by reducing carbon dioxide emissions through cultivation of energy crops after the exhaustion of the lignite deposits. By using this approach, Wielkopolska Region can increase the potential of biomass for the energy purposes. The elaboration of recommendations for cultivation in combination with an economic analysis about the production of this type of biomass will support the implementation of this energy crop into the agricultural practice.

Biomass boiler in Koło, Wielkopolska Region, Poland - ENNEREG Good Practice in Renewable Energy

[EN] The objective of the project was to improve energy efficiency, which was implemented through the modernization of the boiler room. An important element of the project was to increase the installed power and the possibility of burning biofuels (biomass: wood chips and straw). In addition, a warehouse for the storage of biomass was built near to the boiler house. The boiler is completely automated and does not require manual service. Biomass, gathered in the magazine, goes to a special movable floor and then is transported directly to the boiler. The cost of this biofuels is estimated to be similar to the cost of coal.

Thermo-modernization in Lisówki, Wielkopolska Region, Poland - ENNEREG Good Practice in Energy Efficient Buildings

[EN] The aim of the project was to improve energy efficiency of the Social Assistance House in Lisówki, which was realized by thermo-modernization measures. One important objective was to reduce GHG emissions. A second objective was to improve building quality by technical renovation measures – mainly the renewal of the building’s façade. The respective renovation measures at the building envelope were beneficial to the image of the surroundings and the whole city.

Modernization of boiler room in Ostrzeszów, Wielkopolska Region, Poland - ENNEREG Good Practice in Renewable Energy

[EN] The most important purpose of the modernization of urban boiler in Ostrzeszów was the removal of two boilers with a total weight 10 MW and their replacement with two co-firing biomass boilers with a total capacity 16 MW. Thermo-modernization of kindergarten building in Rychwał, Wielkopolska Region, Poland - ENNEREG Good Practice in Energy Efficient Buildings

[EN] The project concerns the thermo-modernization of a kindergarten building including modernization of boilers room into biomass combustion system. The main goal of the project was to improve energy efficiency, which was realized through thermo-modernization of kindergarten building. An important element of the project realization was the reduction of greenhouse gases emission into the atmosphere. The secondary goal was to make the object more attractive through renewal of the building façade making the surrounding environment and the whole city more attractive. Thermal insulation gives a positive effect on the quality and the value of building after the thermo-modernization.

Monitoring of Wind Turbines Rhône-Alpes, France and Wales, UK - ENNEREG Good Practice in Cooperation - Monitoring

[EN] The Welsh Government wanted to be able to monitor all land-use planning applications for wind-power developments in order to assess whether policy ambitions were being met and identify barriers to development. Local Planning Authorities are requested to complete quarterly returns and this information was available to the ENNEREG project. It was clear, even from a quick inspection, that these returns were not complete or accurate. Some local authority officers completing the returns were obviously unclear about definitions such as “installed capacity” and the survey returns had obvious errors to the experienced eye. Even if it were accurate the survey ceased at the point at which consent was granted or finally refused – it did not provide information on implantation.

ENNEREG Good Practice - Relearning Sustainability - Impulses from Micro-Projects, City of Neumarkt i.d. OPf., Upper Palatinate Region, Germany

[EN] The funding programme “Relearning Sustainability – Impulses from Micro-Projects” was launched to motivate and involve local organizations, associations and working groups to contribute to sustainable development with the implementation of educational projects. So far 19 educational projects were finalized. The basic idea of this funding programme is to activate and support civil and voluntary engagement with small financial incentives in different educational projects. Projects can be linked to such topics as climate protection, healthy nutrition, fair trade, environmental protection and nature conservation, etc.

LED lighting technology in road tunnels, Madeira, Portugal - ENNEREG Good Practice in Energy Efficient Products

[EN] This intervention consists in improving three tunnels in the core of Funchal City, namely the Cruz Vermelha tunnel, Hortas and Campo da Barca. There were essentially two types of intervention: one intervention regarding the repair of the existing cracks in the tunnel walls caused by seepage of water and the other intervention regarding the new infrastructure of lighting, consisting in the replacement of the existent lighting system by LED, thus improving lighting efficiency.
These are the first tunnels in Portugal that use LED technology in public lighting.

Large PV installation on commercial building, Upper Palatinate Region, Germany - ENNEREG Good Practice in Renewable Energy

[EN] EuPD Research estimated the PV potential of commercial buildings in Germany at about 25 GW – so far only 4.8 percent have been realized.

A good example for tapping this potential is the company of Glapor from Mitterteich, Bavaria. Due to the installation of a photovoltaic system on its 13.000 square meter flat roof, Glapor is playing a pioneering role in terms of environmental protection. The annual generation of electricity about 750 MWh is resulting in a reduction of CO2 emissions of about 300 – 350 tonnes per year, thus significantly contributing to climate protection. In the future, industrial companies will not only be a current consumer – quite contrary, they will actively engage in energy transition.

The project was initiated in 2005 and finalized in 2006. The objective of this project was the substitution of mercury vapour lamps by high pressured sodium lamps.

The EPC focuses on a more efficient heating and cooling system while maintening a high level of requirements on performances (temperature, humidity,….) which is essential for the conservation of art works and for the welcoming quality of visitors and staff.

[EN] ENERGAIA is supporting and promoting the reduction of public lighting energy consumption in Vila Nova de Gaia, a municipality located in the north of Portugal, in cooperation with the local authorities.

In 2002, a preliminary study found that the best technical solution for this problem was the installation of flux control systems, and since then numerous pilot projects have been implemented in this municipality.

Typically, flux control systems can save up to 20-30% of energy, also increasing the life span of the lamps up to 30%.

The first pilot project, about 30 flux control equipments, was installed, inducing energy savings of about 650 MWh (in 2004), corresponding to nearly 50,000 € of energy cost reduction and avoiding the emission of 320 tonnes of CO2 per year.

[EN] The project SEMALEDs consists in the replacement of incandescent bulbs on traffic lights by LEDs. Since LED technology is more efficient than incandescent bulbs technology, its implementation results in a significant reduction in the energy consumption of the municipalities. The LED technology has also a longer lifetime, resulting, in a reduction of the maintenance costs.

AREANATejo, the Regional Energy Agency of North Alentejo, developed this project in close collaboration with the 12 municipalities of the region.

The replacement of about 700 light incandescent bulbs took place in May 2012.

[EN] In the Upper Palatinate excellent preconditions exist for the use of biomass due to large areas of agricultural and forest land. However, this form of energy use is clearly limited. Only an environmentally sustainable use of biomass does not endanger the protection of nature and environment.

A good example for a regional energy company offering sustainable heat and electricity for local stakeholders is the Bioenergie Mitterteich GmbH & CO. KG.
The company operates a heating installation based on biomass, which is exclusively supplied with wood chips from regional foresters. Large wood resources and short transportation distances ensure a sustainable energy supply.

Additionally to a local district heating system, Bioenergie Mitterteich GmbH & CO. KG installed 3 PV systems on public buildings in September 2012.

[EN] The Housing Department of the Basque Government is promoting a social dwelling building in Portugalete as a demonstration project of nearly zero energy buildings (NZEB). The building will be partially funded by the Buildsmart project.
The high energy performance of the building is based on an optimized architectonic design (solar gains, insulation levels and thermal mass), the integration of active innovative envelope elements (trombe wall and active curtain wall) and RES and DG technology deployment. The Optimized control of systems and active envelope elements plays also a key role.

Carpooling in rural areas, Triangle Region Denmark - ENNEREG Good practice in cooperation in transportation

[EN] The Triangle Region Denmark is implementing a carpooling solution in rural areas based on experiences and knowledge transfer from Vaxjö in Sweden. The carpooling solution was developed in a small village in Vaxjö with 500 inhabitants. The project was developed due to a family’s consideration of buying a second car. The carpooling is circled around a software solution that enables the users to see departure and arrival times for different trips, that is preprogrammed. Unlike other carpooling systems, this is a closed system where everybody knows each other and it gives the users peace of mind.

The carpooling solution is used by commuters, youngsters, and other people who need transport. The solution saves money, the users gets increased mobility, better social relations and at the same time there are less cars and lower carbon dioxide emissions.

This community was created to coordinate inter-city cooperation. It consists of 55 towns which manage the community affairs. It is responsible for the planning and support of the economic development in the Lyon metropolitan area. It is also responsible for basic public services like transportation, roads, drinking water, sanitation, household waste collection and treatment.

To reduce the greenhouse gas emissions the authority presented its climate protection strategy plan (Plan Climat Grand Lyon). The use of B30 for refuse collection and street cleaning vehicles is part of this plan.

[EN] One of the strategic central themes for the penetration of the electric vehicle is the creation of a critical mass of vehicles. This penetration is going to be very slow during the first few years for several reasons: the renewal of the car fleet is very slow, the car production provided by major manufacturers for the next few years will be very limited and because the first electrical vehicles that will be commercialized will have high prices. For these reasons, the Basque Government tries to ensure that a critical mass of electric vehicles is put into action, to reach the market breaking point as soon as possible.

One of the strategies to achieve this is the Implementation of a Mobility Center. A mobility centre is a is a point of information on the electric vehicle in which people can be informed about aspects of the electric vehicle such as grants, rents, recharging points, e-vehicles models, etc. E-vehicles renting (through Ibilek) and recharging (Ibil) is also possible.

All this is possible thanks to the building monitoring system for the energy consumption that the Association of Basque Municipalities-EUDEL has developed with the advice of the Basque Energy Agency-EVE making possible to know how much and how is consumed energy in each building.
Thus, good practices and new habits developed by workers will have their reflection in the energy consumption and it may be checked in the comparatives with previous months.

Seminar on European Funding Schemes for Energy Efficiency and Renewable Energy Upper Palatinate Region, Germany - ENNEREG Good Practice in Intelligent Energy Education

[EN] In September 2011, ZREU organized a national seminar about European Funding Schemes at the premises of University of Applied Science in Regensburg. The objective of the seminar was to inform regional and national stakeholders on possible financing schemes for sustainable energy projects (SEPs) from European funding schemes. Accordingly the seminar addressed possible solutions for reducing existing financing barriers of SEP implementation.

The target group was experts and management of research and development, engineers, municipalities, companies of the renewable energy sector and the building industry.

The seminar was attended by about 15 participants who were very satisfied with the content of it.

Energy-efficient secondary school Lappersdorf, Upper Palatinate Region, Germany - ENNEREG Good Practice in Energy Efficient Buildings

[EN] The EU Directive on the energy performance of buildings (Directive 2010/31/EC) obliges Member States in Article 9 to ensure that after 31 December 2018 all new buildings occupied and owned by public authorities are nearly zero-energy buildings.

The District Government of Regensburg, Bavaria, aims to fulfill this role model function by the construction of a new low carbon school building for a secondary school in Lappersdorf. The construction of this innovative building, which was finalized in September 2012, strives for achieving nearly carbon-neutrality as regards the annual generation and use of energy. Although not achieving the passive house standard in total (maximum heating demand of 15 kWh/(m²*a), heating load of max. 10 W/m²), it is an excellent example that current state-of-art technology is established for realizing nearly-zero emission buildings.

Today's Energies Award, Rhône-Alpes, France - ENNEREG Good Practice in Energy Efficiency in Buildings

[EN] Back in the 1980s, energy efficiency and renewable energy projects did not have the same attention as they have today. Thus the Regional Council and the regional delegation of ADEME decided to create an energy award contest to raise public awareness, encourage local initiatives as well as highlight regional political commitments in this field. This gave birth to the "Concours Energies d'Aujourd'hui" (Today's Energies Award) in the early 1980s as a key communication tool encouraging the development of forward-thinking sustainable energy approaches and projects in the region.

[EN] Vélo'v© is a bike hiring service developed by Grand Lyon (Greater Lyon) urban community and operated by JCDecaux SA, a private urban services company. It aims to develop the use of bicycle in the urban area of Lyon (population: 1.8 million inhabitants), to increase the share of bike in the transportation modes and to make bikes visible on the road network to increase the bikers safety.
The action was inspired by other similar experiences like the one introduced in Brussels. It contributes to the development of active modes of transportation in the area (i.e. biking and walking) and to the Grand Lyon Urban Mobility Plan.

[EN] The Fluid’Art competition is part of the Energy Plan for High Schools in the Rhône-Alpes region, which goal is to focus on the fluid consumption in high schools.
The competition principle is to design an animated object integrated in the scholar buildings by the pupils which would change of appearance as a function of the fluids consumption (heating, water, electricity) measured in high schools.

Thanks to the change of aspect of this original objective, on-time information on the level of fluid consumption of the high school will be disseminated in a visible place to the entire scholar community. That will ensure that all involved are informed and will induce behaviour changes and encourage the schools to carry out further energy monitoring.

District Heating with biomass in Orozko, Spain - ENNEREG Good Practice in Renewable Energy

[EN] This project supplies a range of 432 houses and 2 municipal buildings (the school and the sports centre) with warm sanitary water and heating through a centralized system which has biomass as its main source of primary energy.

This project promoted by the Orozko municipality aims to meet the thermal demand (heating and warm sanitary water) through a centralized system which has biomass as its main source of primary energy. The project is implemented in two phases: the first phase provides heating for the sports centre and the elementary education centre. The second phase is a district heating network for a new housing development.

The installation of district heating centralized system offers several advantages: avoids chimneys and installations of heat in buildings, improves the quality of air, average savings higher than 15% compared with traditional systems, savings on the initial investment of more than 22% and savings of required surface for installations.

The scheme is managed by National Fund for Environmental Protection (NFOSiGW). NFOSiGW selects, by means of a competition, applications for co-financing to be granted. The rules for the selection of applications needs to be approved by the Minister of the Environment. Energy management in buildings is one of the priorities.

The municipality of Middelfart has used the ESCO model to make energy savings in approximately 100 public buildings. ESCO is a concept where, through a third party, renovation and modernization tasks are accomplished without financial risk for the municipality.

Results in the Middelfart project have showed savings up to 24 % of the total energy use, which is more than the guaranteed savings from the ESCO company.

[EN] Until the end of 2008, the regional utility of Madeira - Company Electricity of Madeira (EEM) - conducted a campaign with the purpose of gradually replacing incandescent lamps by fluorescent ones, with lower energy consumption, in the tertiary sector. This campaign was not as successful as a similar campaign carried out for the residential sector. Only about 30% of available lamps were distributed. However, from an energy, environmental and economic perspective this initiative resulted in several benefits for participating consumers, for EEM and the Region of Madeira.

The campaign involved different approaches according to the different public groups, including presentations, didactic games, debates, virtual theatre and practical classes on how to make solar ovens and solar collectors.

Alter-Motive Show Case Directory

[EN] The core objective of the Alter-Motive project has been to derive an action plan for implementing effective least-cost policy strategies (for the EU, specific countries & regions) to achieve a significant increase in innovative alternative fuels (AF) and corresponding alternative more efficient automotive technologies (AAMT) to head towards a sustainable individual & public transport system. AF comprise bioethanol, biodiesel, synthetic fuels, biogas, hydrogen,renewable electricity, LPG & natural gas, whilst AAMT include biofuel, fuel cell & electric vehicles and various types of hybrid systems as well as systems based on natural or biogas.

This Intelligent Energy - Europe project has developed a number of resources, including a Show Case Directory.

[DE] Zero Emission Park ist ein erstmalig in Deutschland durchgeführtes Modellprojekt fur Entwicklung nachhaltiger Industrie- und Gewerbegebiete. An drei Industrie-standorten unterschiedlicher Bundesländer in Bottrop (NRW), Bremen und Kaiserslautern (Rheinland-Pfalz) wurden in den Industriegebieten ein Entwicklungsprozess unter Berücksichtigung nachhaltiger - ökologischer, ökonomischer und sozialer - Kriterien eingeleitet. Zero Emission Park bedient sich dabei eines methodischen Vorgehensmodells zur Entwicklung von Industrie- und Gewerbegebieten hin zu nachhaltigen Industriestandorten, deren wirtschaftliche Tätigkeit so ausgerichtet ist, dass keine schädlichen Nebenwirkungen für die Stadt, Region, die Umwelt und die Menschen entstehen.

Innovative Sustainable Construction: Together for the low-energy city with a high quality of life

[EN] The Sustainable Energy Systems in Advanced Cities (SESAC) project ran from 2006 to 2011 under the Concerto programme of the Sixth Framework Programme (FP6). The cities illustrated many different innovative energy measures in both new buildings and in renovating existing stock, with energy in districts another key area addressed. Delft (The Netherlands), Grenoble (France) and Växjö (Sweden) carried out multiple demonstration projects together with local partners.
