Support for Future Sustainable Energy Planning and Projects in European Regions

The presentations from this invitation-only ENNEREG Advisory Board Meeting are now available on this website. During the meeting ENNEREG partners summarised the results and progress of the project to date. In addition, invited speakers from Fedarene, ERRIN, EACI and ENNEREG Twin region, Tartu, provided further insight into the role regions can play in meeting European Sustainable Energy targets.
Towards Sustainable Energy Communities – delivering on the Covenant of Mayors
Intelligent Energy - Europe (IEE) Conference
18 March 2013, Brussels, Belgium
Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

Regions 202020 Workshop and Technical Visits

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

Transfer of knowledge in the field of sustainable use of energy

The morning session of the ENNEREG International Conference in Poznan, Poland presented the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.
Common meeting: EU projects ENNEREG and Climactregions

Sustainable Energy in
Silistra
Silistra Province (Община Силистра), Bulgaria, is named after its main city - Silistra. It is divided into seven municipalities - Silistra, Alfatar, Dulovo, Glavinitsa, Kaynardzha, Sitovo, and Tutrakan - with a total population, as of December 2009, of 127,659.
Silistra Province is a traditionally agricultural province.
ENNEREG Activities in Silistra have concentrated on developing a local SEAP for Silistra Municipality.
Silistra Municipality is located in the North-East Region of Bulgaria, along the Danube, at the Romanian border.
The relief typical for the Danube plain, hilly, with altitude up to 200 meters above the sea level. The soil is suitable for cereal crops cultivation and vineyards.
The overall territory of the region is 516 square meters more than 60 % of which is agricultural land used mainly for cultivation of cereal crops like wheat, barley, sunflower and maze as well as permanent crops like vineyards and apricot orchards.
The climate of Silistra is moderate continental featuring hot summers, early springs and cold winters.
The region hosts one of the richest habitats of water birds, the Lake Srebarna. The lake is up to 2,3 meters deep, fed by some karsts springs, and is a nature reserve with rare bird species.
The population of the municipality of Silistra is nearly 60 thousand inhabitants of which about 40 thousand live in the town of Silistra. There are 19 settlements in the region.
The regional Infrastructure is characterized by a port on the Danube River, rail roads, roads, and a small regional airport currently not operational.
The main economic sectors developed in Silistra Region are agriculture (cereal crops production and animal breeding), food production, wine production, distillery, garment production, wood processing, electronic equipment production, stainless household goods production, wood processing machinery production, freight transport, etc.
Energy related targets in Bulgaria
On a national level the targets related to energy efficiency and RES is characterised by the following:
Energy efficiency target: Pursuant to Directive 2006/32/EC on energy end-use efficiency and energy services, Bulgaria has adopted a national indicative energy savings target of not less than 9 % of the final energy consumption for 9 years by 2016 (2008-2016, by 1 % per year on average). The Directive requires Member States to develop three National Energy Efficiency Action Plans, each covering a period of three years. Bulgaria has developed and implemented the first of these plans, covering the period 2008- 2010. The Second National Action Plan for 2011 - 2013 was also developed and adopted.
RES target: Under Directive 2009/28/EC, Bulgaria has submitted a National Renewable Energy Action Plan with an overall renewable energy target of Bulgaria is 16 % share of RES in gross FEC by the year 2020, including a 10 % share of energy from renewable sources in the consumption of energy in the transport sector. In 2005, the respective shares were 9.27 % and 0 %.
The use of energy from renewable sources is analysed, promoted and reported separately along three lines:
- consumption of electricity – from wind, solar and geothermal energy, hydropower and biomass;
- consumption of energy for heating and cooling – solar and geothermal energy and biomass;
- consumption of energy from renewable sources in transport – biofuels and electricity produced from renewable sources.
ENNEREG Activities in Silistra have concentrated on developing a local SEAP for Silistra Municipality.
The main aim of networking within ENNEREG activities was to gather the efforts of local stakeholder in defining local energy priorities and goals and the means/action necessary to achieve them, which constitutes the fundament of a realistic and applicable SEAP. In this sense networking consisted of continuous interaction of SEC and Silistra regional authorities with local actors such as local industries and manufacturers, retailers and installers, RES and EE systems project owners/developers, representatives of owners of public and private buildings, local policy makers, local energy suppliers, local ESCOs and consultants, local NGOs or assoctaions.
In view of the replication targets of ENNEREG activities the networking process included representatives of communities outside Silistra region – the neighbouring Municipality of Medgidia, Romania, given the geographical location of Silistra at the Romania-Bulgaria border.
As a result of networking activities a common view was achieved of the local society in Silistra Region about the specific targets related to implementation of renewable energies and energy efficiency, as well as to security of local energy supplies and environmental protection, and this view formed the basis of the development of Silistra SEAP.
Silistra plans to install CHP on waste agricultural and wood biomass
[EN] Silistra Municipality, Bulgaria, in the framework of the ENNEREG project, has initiated and included in its Sustainable Energy Action Plan (SEAP) a project for construction of an energy complex for CHP on biomass. The main aim of the project is to produce heat and electricity at 85% efficiency, while at the same time making use of available wood and agricultural waste potential in the region.
Report on ENNEREG Knowledge Transfer Workshops
Experience from the ENNEREG Regions [EN] This document reports and evaluates each of the 4 Knowledge Transfer Workshops that were organised among regional partners of the ENNEREG project. The main aim of these workshops was to ensure cross-regional transfer of experience within the various cooperation topics (Sustainable Energy Themes) of the project. By sharing their experiences, the 12 ENNEREG regions hope to inspire and assist other regions in developing, implementing and evaluating their own Sustainable Energy Action Plans.
Evaluation of the regional programmes for coordinated promotional activities
Experience from the ENNEREG Regions [EN] The purpose of this document is to report on the investigation of the status of regional activities in the ENNEREG Regions as far as implementation and evaluation are concerned. It includes a status update from each region and itemises the lessons learned during the project.

Experience from the ENNEREG Regions [EN] The purpose of this document is to describe how ENNEREG regional partners worked towards the successful implementation of promotional activities regarding the Sustainable Energy Action Plans, the Sustainable Energy Projects and the Covenant of Mayors Initiative in their region and in other regions for replication.
ENNEREG Guidelines for promotional activities at the regional level
Experience from the ENNEREG Regions [EN] The main purpose of this document is to serve as a guide for promotional activities in the ENNEREG Regions. These promotional activities will ensure the successful implementation of the project. They are a useful exercise for the region and can act as an example of good practice for other replication regions.
Strategy for future action in the ENNEREG regions

During the project, the ENNEREG partners have worked in the development of sustainable energy action plans (SEAP) in their represented regions and in the promotion of sustainable energy projects (SEP). The objective of this document is to present how they intend to continue their efforts after the end of the project, developing the activities planned in the regional SEAP and ensuring the attraction of the necessary resources to promote sustainable energy projects.
Some of the SEAPs defined with the support of the project have been approved by the respective administrations and others still need to be matured to be accepted at the regional level and to be implemented. Thus, the situation is not the same in every region, and the approach to work in sustainable energy is not the same either. This document summarizes the common as well as the specific aspects about how the regions expect to organize and carry on the work on sustainable energy in the next future.
Development of ENNEREG Regional Sustainable Energy Action Plans
Experience from the ENNEREG Regions [EN] This document includes an evaluation of the achievements of the activities carried out in the ENNEREG partner’s regions related to the development of Sustainable Energy Action Plans (SEAP) and promoting sustainable energy since the beginning of the project. The document shows the added value of the ENNEREG project in the 12 participating regions, which not only have very different characteristics with respect to their size and their social features and the use of energy, but they also have had different starting points for this process.
ENNEREG Sustainable Energy Twinning Programme Summary
Experience from the ENNEREG Regions [EN] As part of the project, 12 Pioneer ENNEREG Regions have been producing regional Sustainable Energy Action Plans (SEAPs) and initiating Sustainable Energy Projects (SEPs). The ENNEREG Pioneer Regions have been sharing their experience directly with 12 ENNEREG Twin Regions and ENNEREG has also been actively promoting replication in Sustainable Regions throughout Europe. The objective of this document is to present in a general way the possibilities of financing for SEAPs and SEPs at a regional level, and to summarize the financing tools available at national and regional level for the 12 regions participating in the ENNEREG Project.
Energy Efficiency in Educational Buildings, Tutrakan Town, Bulgaria - ENNEREG Useful Experience in Energy Efficient Buildings
[EN] A project for energy efficiency refurbishment and infrastructure improvements was undertaken in the two kindergartens in the municipality of Tutrakan, Silistra region of Bulgaria.
Energy Ambassador Campaign Sofia and Silistra, Bulgaria - ENNEREG Good Practice in Energy Education
[EN] Energy Ambassador Campaign is an initiative under IEE Programme with the main aim to help alleviate fuel poverty throughout Europe. The Campaign has been implemented in a number of EU countries and consisted of training of local social workers and provision of energy advice on behavioral changes and structural improvements leading to energy savings at home. Sofia Energy Centre implemented the Campaign in Sofia Capital Region while Silistra Municipality was a replication region for the Campaign.
Energy Efficient Street Lighting, Silistra, Bulgaria - ENNEREG Good Practice in Energy Efficient Products
[EN] A project for street lighting improvement was implemented in Silistra Municipality in year 2001. The initiative was part of a bigger project including also refurbishment and improvement of space heating systems of municipal buildings and financed through a bank loan and Development Credit Authority of USAID.
Energy Efficiency in Educational Buildings, Silistra, Bulgaria - ENNEREG Good Practice in Energy Efficient Buildings
[EN] A project for refurbishment and energy efficiency measures implementation in educational infrastructure buildings in year 2010 by Silistra Municipality. The project consisted of measures in eight educational buildings, of which three schools and five kindergartens on the municipal territory.

ENNEREG Regional network establishment and approach for SEAP development - Summary document

Publication [EN] This report aims to evaluate the first phase of implementing sustainable energy projects (SEPs) in the ENNEREG regions. The report covers the period from May 2010 to April 2011 (first twelve months of ENNEREG`s project time). The report comprises a description of SEP measures in each region, especially with respect to Performance Indicators, which were defined with the start of the ENNEREG project.
