The morning session of the ENNEREG International Conference in Poznan, Poland will present the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, a presentation of EU policies of relevance to actors on regional and local levels by Mr Krzysztof Gierulski, European Commission DG ENER, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops will be organised on relevant topics. The event will be followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

The purpose of this Workshop is to present the project ENNEREG, and the other Sustainable Energy Communities projects with Portuguese partners, discuss the role of the various municipal and regional authorities in this theme, presenting SEAP and SEP’s that are already underway in municipalities of Portugal, and finally, discuss the different ways that exist for financing such projects.

Este Workshop é organizado no âmbito do Projecto ENNEREG - Regiões na construção do caminho para uma Europa da Energia Sustentável. Este é um projecto Europeu financiado pelo Programa Energia Inteligente Europa e tem como objectivo inspirar as Regiões da União Europeia a aceitarem os desafios de atingir ou superar as metas de clima e energia 20-20-20. O projecto ENNEREG visa estabelecer uma rede de regiões em toda a Europa – Regiões 202020 – para a produção de Planos de Acção para a Energia Sustentável Regionais (PAES) e implementação de Projectos de Energia Sustentável (PES).

The workshop gave European regions with a focus on developing sustainable energy action plans the opportunity to exchange experiences with some of the ENNEREG Pioneer regions.

Madeira’s participation in ENNEREG project is motivated by its potential contribution to the European 20-20-20 targets for 2020: a reduction in greenhouse gas emissions of 20%; an increase of 20% in energy efficiency, and a 20% participation of renewable energy in the global energy consumption.

Through the actions of the ENNEREG project, Madeira aims to promote at local and regional levels, two important European initiatives: the Covenant of Mayors (CoM) and the Isle Pact Project – Sustainable Energy Action Plans in support of the Islands Pact, which will produce two Sustainable Energy Action Plans (SEAPs) for Madeira and Porto Santo Islands, with the common aim of the 202020 target.

Promoting Sustainable Energy Projects (SEP) with key stakeholders, exchange of experiences between different European regions and replication of good practices are other reasons to motivate Madeira participation.

About Madeira

The archipelago of Madeira is made up of two inhabited islands (Madeira Island and Porto Santo Island) and two groups of uninhabited islands (Desertas and Selvagens). It is situated in the Atlantic Ocean about 1 000 km from Lisbon, the capital of Portugal.

Since 1976, Madeira is an autonomous region with a regional government. It has 11 municipalities, 10 of which are in Madeira Island (Calheta, Câmara de Lobos, Funchal, Machico, Ponta do Sol, Porto Moniz, Ribeira Brava, Santa Cruz, Santana e São Vicente) and a municipality in Porto Santo Island. The Autonomous Region of Madeira has about 268 000 inhabitants, with a concentration of 45%of inhabitants in the city of Funchal, the capital of the Region.

Madeira Island has a very uneven relief, being its summit Pico Ruivo of 1 860 metres. To the western part of the island, Paúl da Serra, an area with little variation in altitude, is located between 1 300 and 1 500 metres of altitude, with strong exposure to predominant winds from west/northwest in Winter and from northeast in Summer.

On the other hand, Porto Santo Island presents a more even relief, having a different constitution from Madeira Island. Its reference of highest altitude is Pico do Facho with 516 metres.

The Madeira and Porto Santo Islands present characteristics of sub-tropical islands. The climate is dry or temperate Mediterranean, with average annual temperatures above 20 ºC. Rainfall, in Madeira Island, is lower in the south coast in comparison to the northern coast.

Energy in Madeira

Primary energy demand in 2009

In 2009, Madeira imported about 92% of its annual primary energy demand. Only 8% of its primary energy demand comes from endogenous resources.

Fuel oil demand represented about 44% of primary energy needs, mainly used for electricity thermal production.

97% of the total imported diesel is used to supply land transport needs. The remaining 3% are used in electricity, agriculture, fishing and construction sectors.

Diesel represented about 39% of final energy demand, followed by electricity with about 29%.

Electricity demand by activity sector in 2009

In 2009, the biggest consumption sector of electricity was the domestic sector with 30%, followed by commerce and services with 23% and hotels with 18%. Public lighting represented 10% of total electricity demand.

Electricity production in 2009

The Autonomous Region of Madeira is self-sufficient in electricity production, as it does not have access to European electrical grid. In 2009, the electricity production was made from three thermal power plants of about 228.42MW, one urban solid waste plant of 8 MW, 10 hydroelectric plants of 51.10 MW and 10 wind parks of about 39.02 MW.

In 2009, most of the electricity produced in the Autonomous Region of Madeira was in thermal power plants (77.90%), which are based in the combustion of fuel oil. The remaining 22.10% of electricity production was from renewable sources – hydro (14.40%), wind (3.95%), urban solid waste (3.72%) and photovoltaic (0.03%). However these outputs vary significantly with the climate conditions of the years. In good hydrologic years the hydro component can reach 20% of the electricity supply.

Report from the Sustainable Regions Workshop / Reportagem no Workshop Regiões Sustentáveis - TV Energia

[PT] In the scope of the ENNEREG project, the workshop “Sustainable Regions” took place on March 15th in the Municipality of Bombarral, in the West Region of Portugal. This event was organized by IDMEC and AREAM with the support of the Regional Energy Agency of the West of Portugal (OesteSustentável) and the Intermunicipal Community of the West (OesteCIM). The West Region of Portugal recently joined the ENNEREG project as the twinning region of Madeira.
TV Energia, a Portuguese web-channel (http://www.tvenergia.tv) was present in the event and developed this report.

No âmbito do projecto ENNEREG, o workshop Regiões Sustentáveis teve lugar no passado dia 15 de Março no Auditório Municipal do Bombarral, na Região Oeste.
