Towards Sustainable Energy Communities – delivering on the Covenant of Mayors
Intelligent Energy - Europe (IEE) Conference

Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

Regions 202020 Workshop and Technical Visits

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

ENNEREG International Conference
Transfer of knowledge in the field of sustainable use of energy

The morning session of the ENNEREG International Conference in Poznan, Poland presented the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

Sustainable Regions Workshop

The purpose of this Workshop is to present the project ENNEREG, and the other Sustainable Energy Communities projects with Portuguese partners, discuss the role of the various municipal and regional authorities in this theme, presenting SEAP and SEP’s that are already underway in municipalities of Portugal, and finally, discuss the different ways that exist for financing such projects.

Madeira Autonomous Region
The participation of Autonomous Region of Madeira in ENNEREG project is motivated by its political interest in contributing to the European 20-20-20 targets for 2020: a reduction in greenhouse gas emissions of 20%; an increase of 20% in energy efficiency, and a 20% participation of renewable energy in the global energy consumption.
Through the actions of the ENNEREG project, Madeira aims to promote at local and regional levels, two important European initiatives: the Covenant of Mayors (CoM) and the Islepact Project – Sustainable Energy Action Plans in support of the Islands Pact.
The archipelago of Madeira is made up of two inhabited islands (Madeira Island and Porto Santo Island) and two groups of uninhabited islands (Desertas and Selvagens). It is situated in the Atlantic Ocean about 1 000 km from Lisbon, the capital of Portugal.
Since 1976, Madeira is an autonomous region with a regional government. It has 11 municipalities, 10 of which are in Madeira Island (Calheta, Câmara de Lobos, Funchal, Machico, Ponta do Sol, Porto Moniz, Ribeira Brava, Santa Cruz, Santana e São Vicente) and a municipality in Porto Santo Island. The Autonomous Region of Madeira has 267 785 inhabitants, with a concentration of 45%of inhabitants in the city of Funchal, the capital of the Region.
Madeira Island has a very uneven relief, being its summit Pico Ruivo of 1 860 metres. To the western part of the island, Paúl da Serra, an area with little variation in altitude, is located between 1 300 and 1 500 metres of altitude, with strong exposure to predominant winds from west/northwest in Winter and from northeast in Summer.
On the other hand, Porto Santo Island presents a more even relief, having a different constitution from Madeira Island. Its reference of highest altitude is Pico do Facho with 516 metres.
The Madeira and Porto Santo Islands present characteristics of sub-tropical islands. The climate is dry or temperate Mediterranean, with average annual temperatures above 20 ºC. Rainfall, in Madeira Island, is lower in the south coast in comparison to the northern coast.
Primary energy demand in 2009
In 2009, Madeira imported about 92% of its annual primary energy demand. Only 8% of its primary energy demand comes from endogenous resources.

Fuel oil demand represented about 44% of primary energy needs, mainly used for electricity thermal production.
97% of the total imported diesel is used to supply land transport needs. The remaining 3% are used in electricity, agriculture, fishing and construction sectors.

Diesel represented about 39% of final energy demand, followed by electricity with about 29%.

In 2009, the biggest consumption sector of electricity was the domestic sector with 30%, followed by commerce and services with 23% and hotels with 18%. Public lighting represented 10% of total electricity demand.

Electricity production in 2009
The Autonomous Region of Madeira is self-sufficient in electricity production, as it does not have access to European electrical grid. In 2009, the electricity production was made from three thermal power plants of about 228.42MW, one urban solid waste plant of 8 MW, 10 hydroelectric plants of 51.10 MW and 10 wind parks of about 39.02 MW.
In 2009, most of the electricity produced in the Autonomous Region of Madeira was in thermal power plants (77.90%), which are based in the combustion of fuel oil. The remaining 22.10% of electricity production was from renewable sources – hydro (14.40%), wind (3.95%), urban solid waste (3.72%) and photovoltaic (0.03%). However these outputs vary significantly with the climate conditions of the years. In good hydrologic years the hydro component can reach 20% of the electricity supply.
During the development period of ENNEREG project, Madeira has approved three important political instruments in energy domain at regional and local level:
- The Sustainable Energy Action Plan for Madeira Island, approved in March 2012 – Isle-Pact Initiative.
- The Sustainable Energy Action Plan for Porto Santo Island, approved in March 2012 – Isle-Pact Initiative.
- The Sustainable Energy Action Plan for Funchal Municipality approved in April 2012 – Covenant of Mayors Initiative.
In this context, the main commitments of Madeira Region in ENNEREG project are:
- To promote Sustainable Energy Projects (SEP) to key stakeholders at regional and local level, within the scope of these three political instruments.
- To promote the Covenant of Mayors in Madeira Region, aiming to all the Municipalities become signatories.
- To exchange experiences and good practices between different European regions’ participants.
The Sustainable Energy Action Plan for Madeira has been developed under Islepact.

Plano de Acção Para a Energia Sustentável (ISEAP) para as ilhas da Madeira e Porto Santo

Os Planos de Ação para a Energia Sustentável das Ilhas da Madeira e Porto Santo foram aprovados pelo Governo Regional em Março de 2012. A Região Autónoma da Madeira aprovou o primeiro plano energético regional em 1989, com posteriores atualizações em 1992 e 2002. O Plano de Política Energética da Região Autónoma da Madeira constitui, até à presente data, o instrumento de planeamento que tem orientado a estratégia adotada de valorização dos recursos endógenos e de promoção da eficiência energética.
Como visão para o futuro, a política energética está orientada para garantir a segurança do aprovisionamento de energia, assegurar a sustentabilidade económica e ambiental do sector e a qualidade dos serviços energéticos, e contribuir para a criação de emprego e valor acrescentado regional e para a competitividade da economia regional.

Island Sustainable Energy Action Plan (ISEAP) for Madeira and Porto Santo Islands

The ISEAP (Island Sustainable Energy Action Plan) for Madeira and Porto Santo Islands was published in March 2012. The first regional energy plan was approved by the Autonomous Region of Madeira in 1989, and later updated in 1992 and 2002. The Energy Policy Plan of the Autonomous Region of Madeira constitutes, to the present day, a planning instrument which has guided the adopted strategy of valorizing endogenous resources and promoting energy efficiency.
As a vision for the future, the energy policy is oriented to ensure energy supply guarantee, economic and environmental sustainability of the sector and quality of energy services, and to contribute to job creation, regional added value and competitiveness of the regional economy.

Plano de acção para a energia sustentável - Município do Funchal
The City of Funchal signed the Covenant of Mayors in April 2011, committing the municipality to developing a Sustainable Energy Action Plan at a local level, aiming at the reduction of 21% of the carbon dioxide emissions. Funchal submitted the Municipal Action Plan to the Covenant of Mayors in April 2012, which was accepted by the Joint Research Centre of European Commission, in June 2012.
A Cidade do Funchal assinou o Pacto de Autarcas em abril de 2011, comprometendo o município para o desenvolvimento de um Plano de Acção de Energia Sustentável a nível local, visando a redução de 21% das emissões de dióxido de carbono. Funchal apresentou o Plano de Ação Municipal para o Pacto de Autarcas, em abril de 2012, o que foi aceite pelo Centro Comum de Investigação da Comissão Europeia, em Junho de 2012.

Report on ENNEREG Knowledge Transfer Workshops
Experience from the ENNEREG Regions [EN] This document reports and evaluates each of the 4 Knowledge Transfer Workshops that were organised among regional partners of the ENNEREG project. The main aim of these workshops was to ensure cross-regional transfer of experience within the various cooperation topics (Sustainable Energy Themes) of the project. By sharing their experiences, the 12 ENNEREG regions hope to inspire and assist other regions in developing, implementing and evaluating their own Sustainable Energy Action Plans.

Experience from the ENNEREG Regions [EN] The purpose of this document is to report on the investigation of the status of regional activities in the ENNEREG Regions as far as implementation and evaluation are concerned. It includes a status update from each region and itemises the lessons learned during the project.

Strategy for future action in the ENNEREG regions

During the project, the ENNEREG partners have worked in the development of sustainable energy action plans (SEAP) in their represented regions and in the promotion of sustainable energy projects (SEP). The objective of this document is to present how they intend to continue their efforts after the end of the project, developing the activities planned in the regional SEAP and ensuring the attraction of the necessary resources to promote sustainable energy projects.
Some of the SEAPs defined with the support of the project have been approved by the respective administrations and others still need to be matured to be accepted at the regional level and to be implemented. Thus, the situation is not the same in every region, and the approach to work in sustainable energy is not the same either. This document summarizes the common as well as the specific aspects about how the regions expect to organize and carry on the work on sustainable energy in the next future.

Development of ENNEREG Regional Sustainable Energy Action Plans
Experience from the ENNEREG Regions [EN] This document includes an evaluation of the achievements of the activities carried out in the ENNEREG partner’s regions related to the development of Sustainable Energy Action Plans (SEAP) and promoting sustainable energy since the beginning of the project. The document shows the added value of the ENNEREG project in the 12 participating regions, which not only have very different characteristics with respect to their size and their social features and the use of energy, but they also have had different starting points for this process.

Experience from the ENNEREG Regions [EN] As part of the project, 12 Pioneer ENNEREG Regions have been producing regional Sustainable Energy Action Plans (SEAPs) and initiating Sustainable Energy Projects (SEPs). The regional and local authorities committed to reduce carbon dioxide emissions have numerous sources of financing to develop their sustainable energy action plans (SEAPs) and finance the sustainable energy projects (SEPs) defined in them, including local and regional authorities own resources, municipal, regional and national subsidies or public-private partnerships.
The objective of this document is to present in a general way the possibilities of financing for SEAPs and SEPs at a regional level, and to summarize the financing tools available at national and regional level for the 12 regions participating in the ENNEREG Project.

LED lighting technology in road tunnels, Madeira, Portugal - ENNEREG Good Practice in Energy Efficient Products
[EN]
This intervention consists in improving three tunnels in the core of Funchal City, namely the Cruz Vermelha tunnel, Hortas and Campo da Barca. There were essentially two types of intervention: one intervention regarding the repair of the existing cracks in the tunnel walls caused by seepage of water and the other intervention regarding the new infrastructure of lighting, consisting in the replacement of the existent lighting system by LED, thus improving lighting efficiency.
These are the first tunnels in Portugal that use LED technology in public lighting.

Good Practice in Cooperation - Education through Entertainment - United Kingdom and Madeira, Portugal
[EN] Entertainment and play are very effective tools in communicating sustainability and energy efficiency. Efforts to raise awareness in matters of energy and climate change should engage the target audience using media that relates to them. It is important to provide motivating, creative, hands on activities. With this in mind, ENNEREG project partners from Wales and Madeira have come together to highlight some interesting activity in their regions.

Efficient Lighting in the Residential Sector Madeira, Portugal - ENNEREG Good Practice in Energy Efficient Products
[EN] Until the end of 2008, the regional utility of Madeira - Company Electricity of Madeira (EEM) - initiated a campaign with the purpose of gradually replacing incandescent lamps in the residential sector with fluorescent ones with lower energy consumption. This campaign largely surpassed expectations, with a substantial increase in the amount of equipment installed compared with the amount foreseen when the proposal was made for funding.

Multipurpose Socorridos System Madeira, Portugal - ENNEREG Good Practice in Renewable Energy
[EN] The Region of Madeira has a long tradition in the use of renewable energy, having at its disposal significant water and wind resources for electricity production. This region has a significant number of hydroelectric plants. Many of these plants are inter-connected in a way that maximizes the water resources of the region. The multi-purpose Socorridos System is a wind powered pumped hydro storage system. This system was designed to supply water to Funchal, Câmara de Lobos and Santa Quitéria, as well as to regulate irrigation flows and produce electricity.

Solid Waste Treatment Plant in Meia Serra, Madeira, Portugal - ENNEREG Good Practice in Renewable Energy
[EN] The Meia Serra Solid Waste Treatment Plant is the Transfer, Screening, Treatment and Recovery System for Urban Solid Waste in the Autonomous Region of Madeira. The plant integrates solutions for recovery, treatment and disposal of waste produced in the region.

EDEN Project - Porto Santo Island, Madeira, Portugal - ENNEREG Good Practice in Renewable Energy
[EN] The EDEN (Endogenizar o Desenvolvimento de Energias Novas - endogenize the development of new energies) project was a cooperation action with the main goal of creating a national technological platform for the hydrogen society, through demonstration projects, namely the integration of a hydrogen storage installation in the Island of Porto Santo.

EEQAI Project: Technical and Educational Action for Energy Efficiency and Indoor Air Quality in Schools - ENNEREG Good Practice in Energy Efficient Buildings
[EN] The EEQAI project aims to promote energy efficiency in the schools of the Autonomous Region of Madeira. In its intervention, the project involves technical approaches for 35 schools and educational support for all regional schools. The actions include: development of technical contents and implementation of information and public awareness sessions; preparation of a guide on energy efficiency; support to the establishment of energy management clubs in schools; two contests between schools on renewable energy and energy efficiency and three exhibitions of the work developed by the students; development of energy and indoor air quality audits in 35 schools and the obtainment of the respective Energy Performance and Indoor Air Quality Certificates.

Efficient Lighting in the Service Sector Madeira, Portugal - ENNEREG Good Practice in Energy Efficient Products
[EN] Until the end of 2008, the regional utility of Madeira - Company Electricity of Madeira (EEM) - conducted a campaign with the purpose of gradually replacing incandescent lamps by fluorescent ones, with lower energy consumption, in the tertiary sector. This campaign was not as successful as a similar campaign carried out for the residential sector. Only about 30% of available lamps were distributed. However, from an energy, environmental and economic perspective this initiative resulted in several benefits for participating consumers, for EEM and the Region of Madeira.

Awareness Raising Campaign: Madeira+Eficiente - ENNEREG Good Practice in Intelligent Energy Education
[EN] An awareness raising campaign, entitled Madeira+Eficiente, on energy efficiency and use renewable energy was presented to different publics of all ages, literacy and cultural levels. The campaign involved different approaches according to the different public groups, including presentations, didactic games, debates, virtual theatre and practical classes on how to make solar ovens and solar collectors.

ENNEREG Regional energy survey and establishment of initial goals “Conclusions document”

First phase of implementing sustainable energy projects (SEPs) in the ENNEREG regions
Publication [EN] This report aims to evaluate the first phase of implementing sustainable energy projects (SEPs) in the ENNEREG regions. The report covers the period from May 2010 to April 2011 (first twelve months of ENNEREG`s project time). The report comprises a description of SEP measures in each region, especially with respect to Performance Indicators, which were defined with the start of the ENNEREG project.

Conclusions of Sustainable Regions Workshop, Bombarral, 15 de Março 2012
Conclusions [EN] In the scope of the ENNEREG project, the workshop “Sustainable Regions” took place on March 15th in the Municipality of Bombarral, in the West Region of Portugal. This event was organized by IDMEC and AREAM with the support of the Regional Energy Agency of the West of Portugal (OesteSustentável) and the Intermunicipal Community of the West (OesteCIM). The West Region of Portugal recently joined the ENNEREG project as the twinning region of Madeira. TV Energia, a Portuguese web-channel (http://www.tvenergia.tv) was present in the event and produced a video report of the event.
