Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

The morning session of the ENNEREG International Conference in Poznan, Poland presented the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

Lithuanian Energy Institute (LEI), together with invited speakers, arranged the seminar “Production of Biofuel from Agriculture and Energy Plants for Development of Renewable Energy” (Seminaras „Biokuro gamyba iš žemės ūkio ir energetinių augalų atsinaujinančios energetikos plėtrai“) under ENNEREG activities on September 29. The role of agriculture in development of RES development is emphasized as very important in Lithuania as well as in Kaunas Region, since the use of forestry resources are limited and not always feasible. On the other hand products from agriculture can be widely used in district heating which plays the main role in development of RES measures for implementation of SEAP.

The workshop focused on energy planning and utilising ESCOs and Structural and Cohesion Funds for energy efficiency projects in the municipal building sector. It also provided an insight into the National Renewable Energy Action Plan (NREAP) and its implications. It included expert presentations and good practice examples, as well as interactive discussion sessions between the participants and speakers.

About Kaunas County

Geographical location: Kaunas County is situated in the center of Lithuania and is the only one of 10 regions that has no external national boarder.

Climate: Climate is transitional, between maritime and continental; wet, moderate winters and summers. Terrain is mainly lowland, many rivers, forests, scattered small lakes, fertile soil.

Economy: The region creates 21487 mill. LTL (19,3 % of total) GDP in Lithuania (2nd of 10 regions) with 31968 LTL nominal GDP per capita (year 2008). Such multinationals as Kraft Jacobs Suchard, Marzotto Group, Carlo Gavazzi, and Kitron have invested in Kaunas Region. Kaunas region attracted over 3823 million LTL of foreign direct investment (01-01-2008, Source: Dept. of Statistics) which is almost 5737 LTL of FDI per capita.

Policy: There are 2 city and 6 regional municipalities in the Region. The main authority is Kaunas Region Development Council, who have adopted Kaunas Region development plan till 2020. Municipalities are governed by Municipal Councils, which assign the Mayor and the Administration.

Culture: Kaunas Region is also one of main cultural centers. Cultural heritage includes a big number of architectural-historic buildings. There are over 100 museums, libraries, professional and folk theatres, the circus, jazz, big-band and folk groups. Various festivals – international classic music, carillon, operetta, jazz, traditional and non-traditional folk, sacral, theatres, photos and cinema – take place in the region. There are many museums, including open air ethnographic village, museum of famous Lithuanian painter and composer M.K.Čiurlionis, devils museum, etc.

Energy in Kaunas County

There is no specific emphasis on energy activities in regional and municipal development plans in Kaunas Region, although the energy sector is among the most important in public governing system, as energy expenses takes a significant share of costs in public sector and households. Currently only Kaunas City Municipality is the member of the Covenant of Mayors and has elaborated a Sustainable Energy Action Plan.

Vision, Planned Activities & Goals

The main energy goals for year 2020 are:

  • RES share in final consumption - 30%
  • RES in transport – 10%
  • Electricity generation using RES – 40%
  • Heating and cooling using RES – 34%
  • Energy savings – 11%
  • Reduction of CO2 emissions – +8% since 2010.

The goals are to be reached via:

  • renovation of public and residential buildings;
  • modernization of energy generating capacities;
  • conversion of boiler-houses and power plants to RES and;
  • building of new plant burning municipal waste;
  • renovation of district heating supply systems;
  • renovation of public transport;
  • bicycle paths, etc.

Regional Sustainable Energy Action Plan

Currently, the Sustainable Energy Action Plan (SEAP) for Kaunas Region is being developed under the ENNEREG project by the project team of Lithuanian Energy Institute (LEI).

Sustainable Energy Action Plans for the Cities

A SEAP has been developed for Kaunas City Municipality under the requirements of the Covenant of Mayors, as Kaunas City is the member. It was elaborated in June 2010 by consulting company ÅF-Enprima for the order of the Municipality of Kaunas City.

As part of the activities of the Energy for Mayors project, Kaunas Regional Energy Agency has announced the finalization of the SEAPs for Akmenė and Anykščiai municipalities, which were presented to local councils during organized forums. In Akmenė the collaboration with the industry sector is particularly relevant – a much needed sector to support reaching the emissions reduction goals. Here 85% of CO2 emissions are emitted by industry, which is largely influenced by the presence of the biggest cement factory in Lithuania. With its support, the SEAP includes a 25% reduction target for this sector. Anykščiai municipality instead responds to the challenge by planning a windpark, with 70 megawatt (MW) electric capacity.

Strategy for future action in the ENNEREG regions

Experience from the ENNEREG Regions [EN] During the project, the ENNEREG partners have worked in the development of sustainable energy action plans (SEAP) in their represented regions and in the promotion of sustainable energy projects (SEP). The objective of this document is to present how they intend to continue their efforts after the end of the project, developing the activities planned in the regional SEAP and ensuring the attraction of the necessary resources to promote sustainable energy projects.

Some of the SEAPs defined with the support of the project have been approved by the respective administrations and others still need to be matured to be accepted at the regional level and to be implemented. Thus, the situation is not the same in every region, and the approach to work in sustainable energy is not the same either. This document summarizes the common as well as the specific aspects about how the regions expect to organize and carry on the work on sustainable energy in the next future.

Solar energy boom, Kaunas Region, Lithuania - ENNEREG Good Practice in Renewable Energy

[EN] In Kaunas region, the development of electricity generation from PV installations is based on feed-in tariffs and the expansion of solar-thermal installations on the possibilities for reducing heating costs. The introduction of new feed-in tariffs, coming into force in 2012 initiated a solar energy boom in Kaunas Region and the in whole Lithuania. Though capacities of such PVs are not very high, these pioneer plants make solar energy the match for the rest of renewables. On the other hand, the use of solar energy for generating hot water via solar collectors becomes more and more popular in individual, block residential and public houses, as they reduce heat costs during the non-heating period.

Replacement of obsolete district heating pipelines, Kaunas City, Lithuania - ENNEREG Good Practice in Energy Efficiency in Industry

[EN] District heating system is vitally important energy carrier in Lithuania as especially in large towns. It covers over 50% of heat supply in total, and this percent is over 65% in Kaunas City. On the other hand heating needs significant share of family expenses, especially during cold period October- April. This requires significant efforts from district heating companies to reduce heat supply costs, which is done in two ways: reduction of heat supply losses in the pipelines, and introduction of biomass sources for heat generation via conversion. Currently there are approximately 18% of renovated pre-insulated pipelines in Kaunas City. The rest are still old obsolete channel pipelines. Renovation of pipelines takes place simultaneously with network optimizations, i.e. adjusting of pipeline diameters.

E-ticket, E-mobility systems in Kaunas City, Kaunas Region, Lithuania - ENNEREG Good Practice in Sustainable Transport

[EN] The E-mobility and E-ticket in Kaunas City project was implemented during 2007-2010. The following measures were implemented: for E-ticket system all filling, activation and information possibilities; for E-mobility system - travel routs on Kaunas City transport map; fastest routes to necessary location in real-time; routes schedules for Kaunas City, Kaunas regional municipality and inter-city bus transport in 6 languages; highlight boards in most popular stops; public transport scheme with schedules at bus stops.

All these implemented measures are envisaged to make public transport more attractive and easier available for local residents and city guests.

Kaunas City and Kaunas Regional Municipalities depend mainly on natural gas, which cover about 90% of total fuel in district heating. Garliava boiler-house conversion from natural gas to biomass is currently the largest biomass boiler-house in Kaunas regional municipality with capacity 6.5 MW.

[EN] Birštonas – the smallest Municipality of Kaunas region - participated in the ECO-Life project (Sustainable zero carbon ECO-town developments improving quality of life across EU) under CONCERTO initiative in FP7. The large number of demonstration activities is based on both the demand side (demonstration of ECO-buildings and rational use of energy) and the production side (demonstration of various renewable energy technologies). All demonstration projects are defined in a "Whole Community Approach".

Kaunas City Christmas Trees - ENNEREG Good Practice in Intelligent Energy Education

[EN] The Kaunas City Christmas Tree can be considered as a very nice educational project on energy efficiency and environmental issues. The main objective of the project was the erection of a Christmas Tree composed of a combination of recycled waste material (e.g. plastic bottles) and innovative technologies (e.g. LED lighting). It was a highly discussed project receiving wide public attention. The tree was elected as the most beautiful Christmas tree in Lithuanian towns. A second environmentally-friendly Christmas Tree in Kaunas City was decorated by students.

Innovative Sustainable Construction: Together for the low-energy city with a high quality of life

[EN] The Sustainable Energy Systems in Advanced Cities (SESAC) project ran from 2006 to 2011 under the Concerto programme of the Sixth Framework Programme (FP6). The cities illustrated many different innovative energy measures in both new buildings and in renovating existing stock, with energy in districts another key area addressed. Delft (The Netherlands), Grenoble (France) and Växjö (Sweden) carried out multiple demonstration projects together with local partners.

Energy for Mayors Energy Days during EUSEW 2012

Conclusions [EN] Many activities have been initiated in spring 2012 in communities across Europe – with Energy Days enthusiastically organised by municipalities. Several of the Energy for Mayors partners, as Covenant Coordinators, prepared appealing programmes to involve a variety of local stakeholders. This year there was a special focus on children, in part for fun, but also as an “amplifier group” of key messages to and in their community.
